Role Summary

The Site Supervisor is responsible for the day-to-day site supervision and execution of Network Layer 1 installation works for large-scale data centre deployment projects.

Reporting to the Site Manager, the Site Supervisor will directly supervise subcontractors and installation crews carrying out fibre optic cabling, network rack installation, rack & stack, patching and associated physical network infrastructure works.

The Site Supervisor is responsible for managing the 4Ms of construction – Manpower, Method, Machine and Money (Change Management) – within assigned work fronts and ensuring daily construction activities are properly planned, resourced and executed.

A key responsibility of this position is maintaining strong control of planned versus actual progress. The Site Supervisor is expected to develop daily and weekly work plans, monitor actual productivity and completed quantities, identify variances early, and implement corrective actions to maintain the project schedule.

This is a full-time site-based position requiring practical fibre installation experience and strong hands-on construction supervision capability.

Key Responsibilities

Network & Fibre Installation

Supervise daily Network Layer 1 installation activities.
Supervise fibre optic cable installation, pulling, routing, dressing, termination, splicing, patching and labelling.
Supervise network rack move-in, positioning and installation.
Coordinate rack & stack activities and physical installation of network equipment.
Ensure installations are carried out in accordance with approved drawings, cable schedules, port maps, rack elevations, method statements and project standards.
Verify installation quality and ensure defects are identified and rectified promptly.
Support fibre testing activities including OTDR, insertion loss and continuity testing.
Coordinate physical Layer 1 rectification works arising from network testing and troubleshooting.

4M Construction Management

The Site Supervisor is responsible for managing the following four key construction areas within assigned work fronts:

Manpower

Plan daily manpower requirements based on scheduled activities and installation targets.
Allocate installation crews to specific work fronts and activities.
Monitor subcontractor attendance, manpower deployment and productivity.
Identify manpower shortages or productivity issues and escalate them to the Site Manager.
Ensure appropriate skilled resources are deployed for specialised activities such as fibre splicing, termination and testing.

Method

Ensure construction activities follow approved drawings, method statements, installation procedures and quality requirements.
Brief installation teams on the correct sequence and methodology before work commences.
Identify buildability and installation issues and coordinate resolutions with the Site Manager and Project Team.
Ensure approved installation methods are consistently implemented across different work crews.

Machine

Ensure required tools, equipment and machinery are available before commencement of planned activities.
Coordinate access equipment, lifting equipment, cable pulling equipment, fibre splicing machines, fibre test equipment and other specialist tools.
Verify equipment readiness and certification where applicable.
Identify equipment constraints that may impact productivity or scheduled activities.

Money / Change Management

Identify site conditions, instructions or changes that may result in additional work or variation to the original scope.
Maintain records of changes, additional works and associated site instructions.
Avoid proceeding with unrecorded or unauthorised additional works without appropriate escalation.
Capture supporting information including manpower, materials, equipment, photographs and work records for potential variations.
Escalate potential commercial changes promptly to the Site Manager and Project Team.
Support verification of subcontractor variation claims and additional work quantities.

Daily & Weekly Planning

Develop detailed daily work plans based on the project schedule and Site Manager’s priorities.
Develop weekly work plans and short-term look-ahead activities.
Break planned activities into measurable installation quantities and targets.
Confirm manpower, work fronts, materials, tools, access and information are available before work commences.
Coordinate daily activities with subcontractors and installation teams.
Conduct daily briefings to communicate work priorities, targets, constraints and safety requirements.

Planned vs Actual Progress Control

The Site Supervisor is expected to maintain clear visibility of what was planned, what was actually completed, and why any variance occurred.

Establish measurable daily and weekly installation targets.
Record actual completed quantities against planned quantities.
Monitor productivity of individual work fronts and installation crews.
Identify deviations from the daily and weekly plan as early as possible.
Determine causes of delays including manpower, materials, access, design information, equipment, quality issues or other trade dependencies.
Implement corrective actions with subcontractors to recover lost productivity.
Escalate significant schedule risks and unresolved constraints to the Site Manager.
Support development and implementation of recovery plans where required.
Maintain accurate records of planned versus actual progress.

Subcontractor Supervision

Directly supervise subcontractors and installation crews within assigned work areas.
Communicate daily installation targets and priorities.
Monitor contractor productivity, workmanship and compliance.
Ensure contractors have sufficient manpower, materials, equipment, drawings and access to achieve planned activities.
Coordinate multiple installation crews and work fronts where required.
Identify poor performance early and drive corrective action.
Maintain strong discipline around work completion and closure.

Troubleshooting & Rectification

Support the Site Manager in daily network troubleshooting and issue closure.
Mobilise fibre installers and subcontractors quickly when Layer 1 faults are identified.
Coordinate cable tracing, fibre testing, re-patching, re-termination, cleaning and other physical rectification works.
Work closely with Network Engineers during fault isolation where Layer 1 verification is required.
Ensure troubleshooting actions assigned to installation contractors are completed within agreed timelines.
Report troubleshooting status and unresolved issues to the Site Manager.
Capture recurring installation problems and ensure lessons learned are applied to subsequent installations.

Quality & Testing

Inspect installation workmanship throughout construction rather than relying solely on final inspection.
Ensure fibre installation complies with bend radius, routing, segregation, termination, cleanliness, labelling and cable management requirements.
Coordinate inspection and testing activities.
Verify fibre test results and ensure failed links are investigated and rectified.
Manage punch-list and defect rectification activities.
Support preparation of redlines, test records and as-built documentation.

Safety

Ensure all site activities comply with project HSE requirements.
Conduct daily toolbox talks and pre-task briefings.
Ensure subcontractors follow approved method statements and safe working procedures.
Monitor housekeeping and work-area conditions.
Stop and escalate unsafe activities where required.

Daily Reporting

Provide clear daily reporting to the Site Manager covering:

Planned activities versus actual completed works.
Installation quantities achieved.
Manpower deployed.
Productivity achieved.
Active work fronts.
Outstanding works.
Constraints and blockers.
Quality issues and defects.
Troubleshooting activities.
Changes and potential variations.
Required actions for the following shift/day.

Qualifications

Diploma, Technical Certificate or relevant vocational qualification in Telecommunications, Electrical/Electronic Engineering, Network Infrastructure or a related technical discipline is preferred but not mandatory.
Candidates without formal technical qualifications will be considered where they can demonstrate strong practical experience in fibre optic installation, network infrastructure deployment and site supervision.
Relevant fibre optic installation, splicing, testing, structured cabling or networking certifications are advantageous but not mandatory.
Practical field experience and demonstrated installation capability will be given strong consideration.

Experience

3–8 years of site supervision or network installation experience.
Practical fibre optic installation experience is required.
Strong preference for candidates from structured cabling contractors, fibre installation contractors, telecommunications contractors, network infrastructure contractors or systems integrators.
Experience supervising subcontractors and installation crews.
Experience with data center, telecommunications or mission-critical infrastructure projects is highly desirable.
Experience working in fast-track construction environments is advantageous.

The successful candidate should have practical knowledge of:
