Project Background:

Data-Activated Architecture for Resilient Transition (DART) supports the Ministry of Health (MOH) to strengthen and scale interoperable, fit-for-purpose digital health systems. The project supports facility digitization and EMR readiness; National Data Warehouse (NDWH) stabilization; data-center design and cybersecurity; Health Information Exchange (HIE) operations and priority integrations; workforce certification; survey modernization; responsible AI adoption; and service-delivery data reporting performance. The project is designed to build on MOH-owned systems, repositories, standards, and governance structures, with progressive transfer of capability to government and Ugandan institutions. Project period is anticipated 2026–2030, beginning with a six-month foundation phase.

Note: All positions are subject to award, final organizational design, and Palladium hiring procedures. Reporting lines may be adjusted during mobilization. “MOH” includes the responsible Directorate/Department of Health Informatics (DHI) and other government units as applicable.

Position Summary:

The Survey Modernization & Measurement Advisor provides technical leadership for DART’s survey portfolio redesign, outcome measurement, survey protocol development, sampling coordination, pilot implementation, quality assurance, and government-led measurement governance. Location:

This role and project will be based out of Kampala, Uganda with national and regional travel as required. Candidates must have current work authorization in Uganda as visa sponsorship cannot be considered.

Reporting and Supervision:

• This role will report to the Country Lead, DART

Primary Responsibilities:

• Lead the assessment and redesign of Uganda’s national health survey portfolio, including options for integrated sampling frames, shared field infrastructure, data collection calendars, and cost models
• Support preparation of an MOH- and UBOS-endorsed survey modernization blueprint and implementation roadmap
• Provide technical oversight for design of the outcome survey, including protocols, sampling design, indicator definitions, instruments, piloting, quality assurance, and data-collection readiness
• Coordinate technical collaboration with Makerere University, UBOS, MOH programs, and other measurement partners
• Ensure survey approaches appropriately integrate routine data, targeted calibration, surveillance, and population-based measurement needs
• Support development of data quality assurance, field-monitoring, data-management, analysis, dissemination, and governance plans
• Contribute to milestone evidence, technical reports, learning products, and transition of measurement capability to Ugandan institutions
• Ensure ethical, privacy, and research-approval requirements are addressed before data collection

Qualifications and Experience:

• Master’s or doctoral degree in epidemiology, biostatistics, public health, demography, survey methodology, or related field
• At least 8 years of experience designing, implementing, or advising on population-based surveys, outcome measurement, surveillance, or health research
• Strong experience in probability sampling, survey protocols, field operations, data quality assurance, and analysis planning
• Experience working with national statistics offices, ministries of health, universities, or donor-funded health surveys is strongly preferred
• Strong technical writing, stakeholder management, and English communication skills
