MFS Treasury Specialist - Telecel Cash

Role Purpose

The Treasury Specialist will safeguard the integrity of Telecel Cash by ensuring 100% parity between electronic money in circulation on the platform and cash held in our trust bank accounts, in line with Bank of Ghana e-money guidelines. This role owns daily reconciliations, regulatory compliance monitoring, and accurate reporting of cash balances and interest to protect customer funds and maintain Bank of Ghana (BoG) compliance.

Key Responsibilities

•Perform daily/monthly reconciliations between e-money on platform, cash in trust bank accounts and General Ledger (GLs).

•Investigate and resolve discrepancies within SLA to ensure e-money in circulation always equals cash at bank.

•Support internal and external audits. Provide documentation to auditors and BoG examiners.

•Work with Product, Finance, Risk, and Compliance teams to strengthen controls around float movement, payouts, and top-ups.

•Maintain a clear audit trail of all reconciliation items, adjustments, and resolutions.

•Manage day-to-day relationships with banks, financial institutions and other related businesses.

•Oversee all banking agreements and related requirements on partnerships.

•Ensure compliance with banking policies, internal controls and regulatory guidelines of Bank of Ghana max 25% of net equity rule.

•Prepare monthly reports on cash balances, float, and interest earned and undertake the distribution of interest to customers per BoG guidelines.

•Maintain audit ready records of treasury transactions and documentation.

•Identify and mitigate financial risks related to currency, interest rates, tariff applications and liquidity.

•Provide insights to management on treasury performance, market trends and BoG regulatory updates.

•Support audits and manage bank relationships on trust accounts.

Must have Technical / Professional Qualifications

•Bachelor’s degree in finance, Accounting, Economics, or related field.

•3–5 years of experience in treasury, corporate finance, or banking.

•Professional certifications (e.g., CTP – Certified Treasury Professional, CFA).

•Strong knowledge of cash management, banking operations, and financial instruments.

•Proficiency in treasury management systems (TMS) and ERP platforms.

•Advanced Excel and financial modeling skills.

•Strong analytical, problem-solving, and organizational abilities.

•Excellent communication and stakeholder management skills

•Experience with international treasury operations and foreign exchange management.

•Familiarity with regulatory frameworks and compliance standards.
