Project Background:

Data-Activated Architecture for Resilient Transition (DART) supports the Ministry of Health (MOH) to strengthen and scale interoperable, fit-for-purpose digital health systems. The project supports facility digitization and EMR readiness; National Data Warehouse (NDWH) stabilization; data-center design and cybersecurity; Health Information Exchange (HIE) operations and priority integrations; workforce certification; survey modernization; responsible AI adoption; and service-delivery data reporting performance. The project is designed to build on MOH-owned systems, repositories, standards, and governance structures, with progressive transfer of capability to government and Ugandan institutions. Project period is anticipated 2026–2030, beginning with a six-month foundation phase.

Note: All positions are subject to award, final organizational design, and Palladium hiring procedures. Reporting lines may be adjusted during mobilization. “MOH” includes the responsible Directorate/Department of Health Informatics (DHI) and other government units as applicable.

Position Summary:

The Infrastructure & Disaster Recovery Lead directs DART’s work to stabilize and prepare MOH national hosting infrastructure, strengthen NDWH and priority-system resilience, and develop the deployment-ready data center and disaster recovery design package. The position supports joint MOH operations and ensures that hosting, backup, recovery, continuity, and capacity planning are technically sound, documented, tested, and sustainable.

Location:

This role and project will be based out of Kampala, Uganda with national and regional travel as required. Candidates must have current work authorization in Uganda as visa sponsorship cannot be considered.

Reporting and Supervision:

• This role will report to the Country Lead, DART with technical coordination with the Technical Director

Primary Responsibilities:

• Lead technical assessment of the MOH National Data Center and related hosting environments, including power, cooling, servers, storage, virtualization, networks, backup, disaster recovery, and operational staffing
• Develop a deployment-ready, costed, phased infrastructure design package, including technical specifications, bills of quantities, engineering drawings, recovery architecture, and investment plan
• Support NDWH and priority national-system hosting stabilization, performance, capacity planning, backup verification, and operational monitoring
• Define and test recovery objectives, runbooks, restoration procedures, incident decision rights, failover procedures, and post-recovery data-integrity checks
• Coordinate with NMS and MOH on warm disaster recovery design and approved replication approaches
• Establish infrastructure-as-code, configuration control, inventory, monitoring, documentation, and change-management practices as appropriate
• Support MOH counterparts through joint operations, mentoring, handover plans, and evidence packs showing increased government operational capability
• Coordinate closely with cybersecurity, data engineering, and DevOps personnel to ensure infrastructure designs meet operational and security needs

Qualifications and Experience:

• Bachelor’s or Master’s degree in information technology, systems engineering, computer science, telecommunications, or related field
• At least 8 years of experience in infrastructure engineering, data-center operations, disaster recovery, or enterprise systems administration
• Demonstrated expertise with Linux, virtualization, storage, backup/recovery, networking, high availability, monitoring, and on-premise or hybrid infrastructure
• Experience designing or operating health-sector, government, or mission-critical infrastructure is strongly preferred
• Familiarity with RTO/RPO design, DR exercises, infrastructure-as-code, and cybersecurity controls
• Strong technical writing, stakeholder engagement, and English communication skills
