Project Background:

Data-Activated Architecture for Resilient Transition (DART) supports the Ministry of Health (MOH) to strengthen and scale interoperable, fit-for-purpose digital health systems. The project supports facility digitization and EMR readiness; National Data Warehouse (NDWH) stabilization; data-center design and cybersecurity; Health Information Exchange (HIE) operations and priority integrations; workforce certification; survey modernization; responsible AI adoption; and service-delivery data reporting performance. The project is designed to build on MOH-owned systems, repositories, standards, and governance structures, with progressive transfer of capability to government and Ugandan institutions. Project period is anticipated 2026–2030, beginning with a six-month foundation phase.

Note: All positions are subject to award, final organizational design, and Palladium hiring procedures. Reporting lines may be adjusted during mobilization. “MOH” includes the responsible Directorate/Department of Health Informatics (DHI) and other government units as applicable.

Position Summary:

The Technical Director, Interoperability & HIE Architect provides technical leadership for DART’s national interoperability, HIE operations, digital architecture, standards, and priority integration portfolio. The position works with MOH/DHI and system owners to operationalize MOH-approved architecture and standards across EMRs, DHIS2/eHMIS, eIDSR, eCHIS, laboratory systems, registries, NDWH, NMS/ERP platforms, and other priority systems. The role ensures DART strengthens existing government systems rather than creating parallel platforms.

Location:

This role and project will be based out of Kampala, Uganda with national and regional travel as required. Candidates must have current work authorization in Uganda as visa sponsorship cannot be considered.

Reporting and Supervision:

• This role will report to the Country Lead, DART
• This role will directly supervise several staff

Primary Responsibilities:

• Lead technical planning and quality assurance for MOH-approved HIE operations, priority integrations, registries, standards, and architecture decisions
• Guide implementation of standards-based exchanges using HL7 FHIR, OpenHIE/OpenHIM patterns, approved terminology services, and MOH governance processes
• Lead development of integration use cases, interface specifications, architecture decision records, API governance, conformance approaches, and technical roadmaps
• Oversee operationalization of priority data exchange use cases, including supply-chain, EMR, laboratory, surveillance, community, and NDWH data flows
• Guide appropriate use of synchronous APIs and asynchronous event-streaming technologies, including Kafka where approved, while ensuring that governance, security, registries, and audit functions remain in the national HIE architecture
• Supervise and mentor integration, DevOps, data engineering, software development, and technical support staff
• Support DHI-led technical governance forums, standards reviews, architecture reviews, release management, and capacity transfer
• Ensure code, configurations, runbooks, and technical documentation are retained in MOH-controlled repositories and systems
• Contribute to technical reports, milestone evidence packs, risk mitigation, and partner coordination

Qualifications and Experience:

• Master’s degree in health informatics, computer science, information systems, software engineering, or a related field; equivalent advanced experience may be considered
• At least 10 years of experience in digital health, enterprise architecture, system integration, or national health information systems
• Demonstrated experience with interoperability standards and architecture, including HL7 FHIR, OpenHIE, OpenHIM, APIs, terminology services, and health data exchange
• Experience designing or operating national-scale HIE, EMR, DHIS2, laboratory, supply-chain, or data warehouse integrations
• Strong ability to lead multi-disciplinary technical teams and work effectively with government and vendors
• Excellent English communication and documentation skills
