Position Description: Lead overall management of xPL Procurement strategy, department, team, and activities. Develop and guide application of Procurement policy across xPL product, commodity, and supplier lines; collaborate with SourceBlue teams to manage business opportunities and processes. Maintain relationships with national subcontractors, manufacturers, and suppliers to facilitate company operations and outcomes.

Essential Duties & Key Responsibilities:

  • Lead development of xPL Procurement department processes, practices, policies, and staff. Promote teams’ consistent use of standardized templates for consistency of deliverables across focus areas of procurement.
  • Develop and implement bidding strategies for competitive bids and proposals in partnership with xPL Strategic Sourcing and Offsite teams and SourceBlue. Manage teams to establish procurement schedule, bid and scope review meetings, negotiations, and award processes for subcontractors and suppliers, and to ensure compliance with project or integration specific requirements and budget.
  • Develop comprehensive understanding of owner and supplier contracts to ensure compliance with relevant requirements and accuracy in Bid Review Process. Oversee development of contracts to incorporate company standards for policies and practices, (e.g., Quality Control, Safety, Business Ethics) and confirm insurance and bonds compliance, and collection of executed Business Partner Code of Conduct (BPCC) forms.
  • Manage team to develop general and special conditions, safety requirements, and scope requisitions for each projected strategic commodity buy and/or vendor contracting to support clearly defined scope, schedule, hiring requirements (UBEs (Underrepresented Business Entities) or other hiring requirements), and insurance and bonding requirements for integrators, original equipment manufacturers (OEMs), and end users.
  • Create and maintain Supplier Management Program (SMP) using Turner prequalification information as base and complementing with xPL specific criteria and evaluation variables. Collaborate with Offsite, Operations and Strategic Sourcing to maintain well defined data for up-to-date scorecards (including supplier audits). Set evaluation cadence and supplier quarterly reviews.
  • Assess SMP to show status of new and current supplier evaluations, capabilities, capacities and pre-qualification status. Seek stakeholder feedback and publish lessons learned for internal next generation developments. Review market dynamics to evaluate impact on supplier capacity, availability, and delivery demands.
  • Work directly with companywide Procurement teams to identify and evaluate existing and potential national, regional, local subcontractors’ capabilities and capacities. Lead development of relationships to identify key/formal partnerships.
  • Lead xPL Offsite Manufacturing and Strategic Sourcing Procurement processes to coordinate purchases, cross-evaluate suppliers, and align on procedures and broader business strategy.
  • Collaborate with internal teams to understand impact of decisions on Procurement and identify opportunities to evolve Procurement policies and practices. Promote effective communication, collaboration, and alignment of xPL Preconstruction and Procurement teams, SourceBlue, and clients.
  • Serve as subject matter expert for Procurement and as Business Process Owner for on-going development and changes to Procurement system of record and related functions
  • Maintain external presence in related industry associations and conferences to represent company as industry leader, present or sit on panels and boards, and gather data to understand marketplace trends and activities.

The salary range for this position is estimated to be 130,000.00 - 203,000.00 USD annualized.

Qualifications:

  • Bachelor’s Degree from accredited degree program and minimum of 15 years of experience including 10 years in Construction, Procurement Management, Supply Chain Procurement experience, or equivalent combination of education, training, and experience

  • Extensive experience developing and/or implementing Procurement policies, procedures, and practices

  • Thorough understanding of contractual language, indemnity, insurance, financial statements and analysis, and company policies

  • Ability to read, understand, and interpret contract documents, drawings, specifications, scopes of work and project schedule

  • Knowledge of accounting practices

  • Must have strong interpersonal, leadership, teamwork, and able to build professional relationships

  • Strong risk analysis, critical thinking, good judgment, and problem-solving skills

  • Influencing and negotiating skills with excellent professional verbal and written communication skills

  • Serve as unbiased decision maker in looking at issues and responsibilities and working together to resolution

  • Management experience to oversee remote teams, delegate work, observe performance, and provide feedback

  • Work to in non-structured environment with multiple project teams, able to direct work of others and set priorities and responsibilities

  • Proficient computer skills, database application skills, Microsoft suite of applications, and collaboration tools

  • Working knowledge of Procurement function in SAP

  • Regular travel required, travel modes include air, train, and vehicle
