Join Oracle Cloud Infrastructure's Network Acquisition Team and help build the global connectivity foundation powering OCI's next generation cloud and AI infrastructure.

As a Senior Principal Program Manager, you will provide global technical and program leadership for network connectivity acquisition and delivery supporting OCI region expansion, AI infrastructure, capacity growth, and strategic network deployments worldwide.

This is a highly technical program leadership role operating at the intersection of network engineering, telecommunications, sourcing, suppliers, data center infrastructure, deployment, and operations. You will lead complex connectivity programs from early requirements and supplier engagement through acquisition, implementation, testing, activation, and production readiness.

You will work with global telecommunications carriers, fiber providers, ISPs, colocation providers, and infrastructure partners while driving improvements in delivery speed, predictability, quality, and scale.

What You'll Do

Lead Global Network Acquisition and Delivery

  • Lead complex, mission-critical network connectivity programs supporting OCI cloud and AI infrastructure.
  • Own the connectivity delivery lifecycle from requirements and feasibility through supplier acquisition, ordering, implementation, testing, activation, and production readiness.
  • Drive delivery of circuits, dark fiber, lit fiber, wavelengths, Internet transit, peering, backbone connectivity, cross-connects, and related telecommunications infrastructure.
  • Translate network engineering requirements into executable acquisition and delivery strategies.
  • Establish milestones, critical paths, dependencies, readiness criteria, and delivery commitments across organizations and geographies.
  • Proactively identify technical, schedule, supplier, and operational risks and drive them to resolution before they impact critical infrastructure milestones.

Drive Supplier Performance and Accountability

  • Build strong relationships with global carriers, ISPs, fiber providers, colocation providers, and network infrastructure partners.
  • Establish supplier performance expectations, operating mechanisms, escalation paths, and accountability.
  • Drive improvements in supplier lead times, committed delivery performance, installation quality, activation readiness, and remediation.
  • Lead executive supplier escalations and recovery plans for critical infrastructure delivery risks.
  • Identify systemic supplier and delivery issues and drive durable corrective actions.

Lead Through Influence

  • Partner across Network Engineering, Capacity Planning, Sourcing, Data Center, Real Estate, Construction, Deployment, Operations, and other OCI organizations.
  • Make informed tradeoffs across schedule, technical requirements, supplier capabilities, cost, risk, and business objectives.
  • Lead complex cross-functional problem solving where ownership, requirements, or solutions may initially be unclear.
  • Represent complex program status, risks, dependencies, recovery plans, and required decisions clearly to senior leadership.
  • Serve as a trusted escalation point for OCI's most critical network connectivity programs.

Improve How OCI Delivers Connectivity

  • Establish scalable global mechanisms, standards, metrics, and best practices for network acquisition and delivery.
  • Use data to identify trends, improve supplier and program performance, and increase delivery predictability.
  • Identify recurring delivery, process, tooling, and organizational gaps and convert them into scalable solutions.
  • Drive measurable improvements in delivery speed, readiness, quality, and operational efficiency.
  • Challenge existing processes and simplify execution as OCI scales.

Build the Next Generation NAT Operating Model

  • Champion AI-assisted tools, automation, analytics, and modern engineering practices to improve planning, risk identification, supplier management, reporting, documentation, and operational workflows.

  • Partner with engineering and automation teams to translate operational challenges into scalable technical solutions.

  • Develop repeatable mechanisms that allow NAT to scale without increasing manual operational effort at the same rate as infrastructure growth.

  • Mentor other program managers and raise the technical and operational bar across the organization.

  • 6 to 10+ years of relevant experience in technical program management, telecommunications, network infrastructure, cloud infrastructure, service provider operations, or a related field.

  • Demonstrated experience leading complex, mission-critical infrastructure programs across multiple organizations, suppliers, and geographies.

  • Strong technical understanding of network connectivity and telecommunications infrastructure, including carrier circuits, dark fiber, lit fiber, wavelengths, optical transport, Internet transit, peering, backbone connectivity, cross-connects, and data center connectivity.

  • Experience managing network infrastructure delivery from requirements and acquisition through implementation, testing, activation, and operational handoff.

  • Experience working directly with telecommunications carriers, ISPs, fiber providers, colocation providers, or network infrastructure suppliers.

  • Strong understanding of infrastructure delivery dependencies, critical path management, supplier lead times, technical risk, and operational readiness.

  • Demonstrated ability to identify systemic problems and develop scalable solutions rather than relying solely on escalation.

  • Experience defining and using KPIs, SLAs, supplier performance metrics, and operational data to improve delivery outcomes.

  • Ability to understand network architecture and engineering requirements sufficiently to challenge assumptions, identify risks, and facilitate technical decisions.

  • Demonstrated ability to lead complex cross-functional initiatives and influence senior stakeholders without direct authority.

  • Ability to translate complex technical issues into clear business impact, tradeoffs, recommendations, and executive decisions.

  • Excellent written and verbal communication skills, including communicating complex infrastructure risks and program status to senior leadership.

  • Ability to operate independently in ambiguous, rapidly changing environments and drive complex problems through resolution.

  • Bachelor's degree or equivalent practical experience in a relevant technical or business discipline.

Preferred Qualifications

  • Experience within a hyperscale cloud provider, Tier 1 ISP, telecommunications carrier, or large global network environment.
  • Experience supporting AI infrastructure, GPU clusters, hyperscale data centers, or large-scale cloud expansion.
  • Deep familiarity with carrier ordering, provisioning, FOC management, circuit acceptance, activation, remediation, and network service lifecycle management.
  • Experience with metro and long-haul fiber, DWDM, optical transport, wavelengths, Internet connectivity, peering, and global carrier ecosystems.
  • Experience establishing supplier governance, performance reviews, executive escalations, and corrective action mechanisms.
  • Experience transforming infrastructure delivery processes or operating models at global scale.
  • Experience using AI-assisted tools, analytics, or automation to improve program execution, supplier management, reporting, documentation, or operational workflows.
  • Experience translating operational and business requirements into tooling or automation requirements for engineering teams.
  • Strong analytical skills with demonstrated use of data to identify trends, predict risk, and drive measurable improvements.
  • Demonstrated technical leadership and mentorship across program management or infrastructure organizations.

  • You will improve delivery predictability, accelerate infrastructure readiness, strengthen supplier execution, reduce recurring operational friction, and build scalable capabilities that support the next generation of OCI cloud and AI infrastructure.
  • You will operate as a senior technical and program leader who can move seamlessly between strategy and execution, understand the engineering behind the problem, influence organizations and suppliers without direct authority, and turn complex infrastructure challenges into durable solutions.

US: Hiring Range in USD from: $114,600 to $234,600 per annum. May be eligible for bonus, equity, and compensation deferral.
