Summary

General Description: This is a skilled leadership position responsible for the provision of fire and medical services. The incumbent performs complex tasks to ensure the safety and care of citizens during emergency and crisis situations.

Organization: The Lieutenant of Fire & EMS reports to a Battalion Chief and supervises programs and/or staff, primarily Firefighter/Medics.

Essential Functions:

· Supervises and directs the essential functions of career and volunteer staff.

· Evaluates and completes human resource documentation for Fire/EMS
personnel as necessary.

· Responds to alarms of fires, hazardous material incidents, and medical
emergencies.

· Drives and operates various types of fire suppression, fire/medical
apparatus, medical and other equipment as necessary.

· May conduct fire code and fire safety inspections.

· Coordinates cleanliness and state of readiness of station and apparatus, all
related equipment.

· Examines patients and administers emergency care to patients as
prescribed by medical control physician.

· Fosters volunteer involvement and membership to support a combination
career and volunteer system.

· Performs related work as assigned.

Knowledge, Skills and Abilities: Must possess exceptional knowledge of management theories and techniques and demonstrate the ability to think and act quickly in stressful situations. Must be able to prepare detailed written and electronic reports and maintain a good working relationship with fellow staff, hospital staff and the general public.

Education, Experience and Training: High school diploma or equivalent required with a minimum of two (2) years’ experience as a Career Firefighter/Medic and must have received training in the rescue of fire, crime and accident victims or firefighters or law enforcement personnel injured in the performance of their duties. Any equivalent combination of education, experience and/or training sufficient to demonstrate the knowledge, skills and abilities is acceptable.

Special Conditions:

· Criminal Records Check, including fingerprinting

· Twelve-month probationary period

· Must wear uniform, including safety equipment

· Essential staff designation

· Work beyond normal work schedule

· Maintain certification requirements for Lieutenant Position.

· Firefighter II, EMT w/CPR, Hazardous Material Operations, Incident
Command Systems, EVOC Class 3, Fire Officer I or Equivalent, and
Managing Company Tactical Operations-Decision Making OR Mass
Casualty Incident Management I

· Shall perform work at his/her VA Certified EMS provider level of training
(EMT-B, EMT-Enhanced, EMT-I, EMT-P), upon clearance by department
Operational Medical Director (OMD).

· May not be a volunteer member of any Hanover County volunteer rescue
squads or fire companies during employment

· This position is subject to the department’s on-call procedures
