Director, Cost, Procurement and Contracts

We are looking for aDirector, Cost, Procurement and Contractsto join our Corporate Projects team in Hong Kong. Provide commercial governance for new build and renovation projects through effective cost management, procurement and contract administration. Ensure key commercial processes including procurement and tendering, contract execution, variation orders and payments progress in line with the project timeline.

Key Accountabilities

  • Serve as the commercial lead throughout the full project lifecycle, from feasibility and design through construction, handover, and close-out.
  • Provide early commercial guidance on project strategy, procurement approaches, budget management, and risk allocation.
  • Lead cost planning, benchmarking, feasibility assessments, and budget development for new build, renovation, CapEx, and infrastructure projects.
  • Monitor project financial performance through cost reporting, forecasting, contingency management, and variance analysis.
  • Develop and implement procurement strategies for appointing consultants, contractors, and suppliers.
  • Manage supplier sourcing, evaluation, prequalification, tendering processes, and contract award recommendations.
  • Ensure robust contract governance through contract administration, purchase orders, payment management, and compliance with SOPO requirements.
  • Oversee change orders, claims, commercial negotiations, final accounts, and contract close-out activities.
  • Maintain commercial controls, including risk registers, procurement trackers, variation logs, claims registers, and management reporting.
  • Collaborate with project teams, finance, legal, operations, consultants, contractors, and suppliers while providing commercial leadership and oversight of internal and external commercial resources.

General Requirements

  • Degree in Quantity Surveying, Civil Engineering, Structural Engineering, Construction Management, Architecture, Building Services Engineering, or a related construction discipline.
  • Professional qualification such as RICS, HKIS or equivalent is a plus.
  • Minimum 10-15 years of relevant experience in construction, commercial management, cost consultancy, procurement, contracts administration, or project delivery.
  • Hands-on experience in luxury hotel, hospitality, residential, mixed-use, or high-end commercial developments, preferably involving complex fit-out and FF&E procurement packages.
  • Experience working for a developer, hotel owner/operator, project management consultancy, cost consultancy, contractor, or procurement organization would be advantageous.
  • Strong commercial acumen with the ability to balance cost, quality, program, and operational requirements.
  • Excellent stakeholder management and communication skills with the ability to engage effectively with consultants, and contractors.
