Job Purpose

Procurement Manager – Logistics & Customs is a senior strategic role responsible for driving procurement excellence across logistics, supply chain, and customs operations. Managing complex, high-value contracts and partnerships, this position ensures cost optimization, compliance with international trade regulations, and risk mitigation in a dynamic marketplace. The role demands deep expertise in logistics pricing, customs governance, and sustainability integration, while leading cross-functional initiatives and influencing senior stakeholders. Strategic Sourcing & Vendor Management

  • Develop and execute sourcing strategies for transportation, warehousing, and customs brokerage services, ensuring alignment with Heineken’s global procurement standards.
  • Lead negotiations and manage contracts with logistics service providers (LSPs), customs agents, and freight forwarders.
  • Monitor vendor performance using KPIs such as on-time delivery, cost per shipment, and customs clearance lead time.

Key decision-making includes:

  • Which logistics service providers (LSPs), customs agents, and freight forwarders to engage, retain, or replace based on performance, cost, and strategic fit.
  • What sourcing strategies to apply for transportation, warehousing, and customs services.
  • How to structure and negotiate contracts, including service levels, pricing models, and termination clauses.

Customs Compliance & Risk Mitigation

  • Ensure full compliance with customs regulations, including accurate HS code classification, documentation, and duty optimization.
  • Collaborate with internal stakeholders and external partners to resolve clearance delays and mitigate risks related to import/export operations.

Key decision-making includes:

  • Which customs processes and documentation standards to enforce to ensure regulatory compliance.
  • How to classify goods (HS codes) and optimize duties and tariffs.
  • What actions to take to resolve clearance delays, including escalation paths and coordination with internal and external stakeholders.

Logistics Trade Terms & Cost Optimization

  • Drive cost transparency and savings through segmentation strategies, rate card standardization, and volume-based pricing models.

Key decision-making includes:

  • What trade terms to define and implement, including delivery complexity segmentation and customer-specific logistics models.
  • Which rate card structures and pricing models to adopt, such as volume-based discounts or bundled services.
  • How to identify and pursue cost-saving opportunities, including route optimization and carrier consolidation.

Performance Monitoring & Reporting

  • Own the logistics KPI framework, including mandatory metrics across profitability, capital returns, sustainability, and growth.
  • Use tools like Power BI and Daily Control Systems (DCS) to monitor performance and support decision-making.

Key decision-making includes:

  • Which KPIs to monitor and report, including on-time delivery, cost per shipment, customs clearance lead time, and sustainability metrics.
  • How to interpret performance data and identify areas for improvement.
  • What corrective actions to take when performance falls below targets.

Stakeholder Collaboration

  • Partner with Supply Chain, Finance, Legal, and Commercial teams to ensure logistics and customs strategies support business continuity and cost efficiency.
  • Act as the procurement lead in cross-functional initiatives such as C2S (Customer to Supply) and Joint Business Planning (JBP)
  • Align logistics and customs strategies with broader business continuity and cost-efficiency goals.

Position profile

Qualifications:

  • Bachelor’s degree in Business Administration, Supply Chain Management, Engineering, or related field;
  • Knowledge of international trade compliance, sustainability frameworks, and risk management preferred.

Experience / skills required:

  • 10+ years of progressive experience in procurement and particularly in logistics, supply chain and customs operations & management.

  • Deep knowledge of logistics marketplace and commercial pricing of logistics modes

  • Proven experience in negotiating with customs authorities and regulatory bodies; exposure to sustainability-driven logistics strategies and risk mitigation

Language(s):

  • Fluent in Vietnamese and English (written and spoken); ability to articulate and communicate effectively with local and global stakeholders

Functional Competencies:

  • Advanced ability to partner with logistics supplier in forward-thinking strategic development, risk mitigation and relationship building

  • Demonstrated ability to communicate and negotiate with regulatory bodies and Customs authorities, representing the company’s interests

  • Excellent interpersonal skills to communicate & problem-solving under high pressure situations

  • Knowledge across multiple domains of supply chain management such as production sourcing, purchasing, logistics/3PL, …

  • Proven track record in managing complex, high value contracts and applying cost optimization in logistics and customs management

  • Demonstrated ability to apply digital tools for logistics optimization and sustainability integration

  • Proven ability to lead and develop high-performing teams, build succession pipelines, and foster a culture of continuous improvement.

  • Demonstrated ability to lead cross-functional initiatives and influence senior stakeholders
