Project Overview:

The Project is a greenfield mining, process, material handling and ship loading project with a focus on sustaining production, minimise environmental impacts, strengthen long-term relationships with neighbouring communities and foster local economic development.

Job Summary:

In this role, you will participate predominantly in contract administration, however some formation support may be required. Contract formation includes leading preparation and review of bid request packages and developing project contracts operating procedures. Contract administration includes continual progress review, forecasting, and communication of difficulties. Your work will ensure contract compliance with project requirements.

This position is a field-based role performed at the project site on a 2:1 rotation (14 days on site followed by 7 days off), with travel to and from site arranged in accordance with the project mobilisation and rotation policy. An initial assignment period of approximately three to six months will be based in the Brisbane, QLD project office to complete contract formation, pre-award and handover activities, after which the incumbent will mobilise to site for the balance of the assignment. Roster pattern, camp accommodation, site working hours and point of hire will be confirmed by project leadership prior to mobilisation. The global telework policy does not apply while the incumbent is assigned to site.

Major Responsibilities:

Contract Management

  • Implements the Supply Chain Assignment Schedule which records the Project’s agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Management
  • Manages assigned contracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties
  • Coordinates with designated staff on operational activities affecting contractual rights and obligations, contract performance, and other major matters
  • Manage moderately complex contract changes by negotiating with customer personnel and obtaining settlement

Contract Formation

  • Conforms and ensures contract execution
  • Directs negotiation in the commitment of contracts
  • Develops and issues contracts and services agreements as assigned
  • Prepares bidders’ lists and pre-qualifies bidders
  • Forms bid request packages and issues bid request packages to approved bidders
  • Coordinates bidders’ questions and answers to those questions
  • Receives bids and evaluates bids commercially
  • Prepares Commercial Bid Summary and recommendations
  • Recommends and secures approvals in accordance with established procedures
  • Prepares subcontract documents for execution
  • Prepares and organizes assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the customer and contractor on all contractual matters

Site-Based Contract Administration

  • Provides day-to-day contract administration at the project site, including direct interface with subcontractor site management, field engineering, construction supervision and the site HSE team
  • Administers site instructions, variations, delay and disruption notices, back-charges and claims in accordance with the subcontract terms, maintaining contemporaneous records and site diaries to support the project's commercial position
  • Verifies subcontractor mobilisation readiness prior to commencement of works, including site access, inductions, insurances, licences and compliance with project HSE and industrial relations requirements.
  • Participates in site progress, look-ahead and commercial review meetings, and escalates contractual risks and emerging claims to the Project Supply Chain Manager
  • Administers subcontract close-out at site, including final accounts, releases, demobilisation, warranty documentation and lessons learned, and provides a documented handover to the counterpart Contracts Professional at each rotation change to ensure continuity of administration

Education and Experience Requirements:

Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience

Required Knowledge and Skills:

  • Experience in formation and contract administration management of large, moderately complex construction contracts and services contracts
  • Demonstrated skills in working and communicating effectively with all levels of project functional groups
  • Experience in a wide range of contract types and associated pricing arrangements. Experience in change management procedures pertaining to Requests for Information (RFIs), change notices, change orders, amendments, and claims and dispute resolution. Experience in negotiating terms and conditions, and variations
  • Experience administering subcontracts in a construction site or remote project environment.
  • Demonstrated ability to work a 2:1 rotational roster in a camp-based, fly-in/fly-out environment, and to hold or obtain the medical clearances, site inductions and right-to-work requirements applicable to the project site
  • Experience in managing a team of site based contract administrators
