Role Title: Coalition Services Engineer - Communications Network Engineering

Role Description: The Land Network Integration Centre (LNIC) mission is to advise and direct Army on its digital network integration efforts to maximise interoperability across Land, Joint and Coalition interface boundaries and to meet critical information exchange requirements via approved interfaces and standards. The intent is to ensure that Army’s investments are integrated to maximise the operational functions of individual projects within the Army Operating System.

The LNIC manages five streams of work. They are:

The LNIC Validate Team provides the systems, processes and workforce that enables LNIC to conduct systems of systems integration Test & Evaluation (T&E) activities. The Validate Frame is responsible for the provision of the LCS Support Environment that houses the LCS Battle Labs (and their digital representations). These systems represent the development and testing environments that allow Army to conduct a level of experimentation and concept demonstration using LCS capabilities in an efficient manner to support integration decisions.

The Digital Design Team is implementing a modelling and standards management sub-program to lead the development of the Land Combat System Digital Design (LCS DD) IAW the Land Operating Concept and the design guidance from the Joint Force Model. The sub-program employs a Model Based Systems Engineering approach to capture the current baseline and configuration, which will be used to undertake system-of-systems design activities to generate the next baseline.

The LNIC Advice Team provides the workforce and services associated with Integration and Security Advice. The Advice Frame is required to investigate, analyse, understand the complexities of systems across the Land domain, and support the SO2 Advice in the generation of Integration Advice using the LNIC Engineering Management System and LIF Directive in support of the directed outcomes in the Army Order (TAP).

The LNIC Engineering Team provides specialist systems engineering, integration, technical assurance, and capability development support to Army and Defence stakeholders. The team enables the effective integration of current and future Land Combat System capabilities through systems engineering, analysis, design, and technical assessment activities.

The Army AI Governance and Assurance team enables the adoption of AI-enabled capabilities through governance, assurance and decision support. The team develops governance artefacts, advises senior stakeholders, engages external partners, and increasingly conducts and oversees AI assurance and TEVV activities to provide independent, evidence-based assessments of AI performance, limitations and risks in support of capability, acquisition and operational decision-making.

The services of a Senior Services Engineer to supplement the contractor workforce within the Land Network Integration Centre (LNIC) is required. The role operates at an Advanced Practitioner level, applying systems engineering principles to the integration, assurance, and testing of complex, interdependent mission systems. A senior technical practitioner with strong experience in system integration, design evolution, and configuration control, to assist the LNIC with the engineering support, maintenance, and ongoing alignment of integrated systems used to enable integration, test, and validation activities is sought.

The integrated systems supported by the Land Network Integration Centre include a complex combination of application, information, network, and mission command systems that must interoperate across multiple security boundaries and operational contexts. These systems enable integration, experimentation, and validation activities in support of Army and broader Defence objectives. The Senior Services Engineer is required to work across this integrated environment to ensure system alignment, interface coherence, and design integrity are maintained over time, acknowledging that system implementations may vary to meet specific mission sets, requirements, and Information Exchange Requirements (IERs).

The role is primarily a technical, hands‑on engineering position undertaken within a small specialist team. The Senior Services Engineer is expected to operate across system integration, test and evaluation, and incremental design evolution activities, contributing to the identification, assessment, and management of integration risks

This role requires capacity for stakeholder engagement across Defence organisations, projects, and enabling ICT providers. Engagement is undertaken with SO2 Validate guidance in order to resolve integration issues, assure system alignment, and enable informed engineering decisions across interconnected systems. The Senior Services Engineer is expected to provide technically informed advice, assess the impacts of change across interfaces and dependencies, and contribute to alignment between evolving requirements, implemented solutions, and operational outcomes.

The services under this contract are expected to be delivered at the LNIC facility in Symonston, ACT. Some interstate travel may be required to support coalition activities, working groups, field trials, or exercises. International travel may also be required to support coalition Army engagement priorities and exercises.

A three (3) month probation period applies as a condition of engagement for all newly contracted Key Personnel.

Deliverables:

• Maintain authoritative system design and architecture documentation that describes integrated system configurations, interfaces, dependencies, and design intent supporting LNIC integration and validation activities with Coalition or Australian systems and networks

• Maintain continuous technical engagement with Defence ICT and relevant stakeholders to assure alignment between implemented systems, architectural intent, and integration requirements across supported environments.

• Deliver just‑in‑time technical training and actively mentor ADF personnel to build system understanding, integration awareness, and engineering judgement during activities.

• Provide responsive Level 3 technical support and routine system and operating environment maintenance, ensuring support activities sustain system integrity, availability, and compliance with approved configurations during core business hours or in support of hours required by other nations (ie. US Time Zone support working reverse hours).

• Participate in project Test and Evaluation and Risk Reduction events, providing engineering input, integration analysis, and technical remediation necessary to enable achievement of system‑level objectives.

• Conduct engineering configuration management of hardware, software, and system artefacts employed across fixed and deployable production domains, including technical integration testing within development environments prior to configuration updates or releases.

• Provide engineering support to innovation proposals and lead or contribute to the integration of additional systems, including Army battle management systems, mission applications, and partner network capabilities.

• Support the development of CIS technical documentation required for Joint and Coalition activities, including Joining, Membership and Exiting Instructions (JMEI), networking instructions, and NETOPS artefacts, ensuring technical coherence, accuracy, and integration alignment.

• Produce clear written and oral engineering reports following test, integration, and validation activities, capturing findings, risks, integration issues, and recommended actions.

• Provide system‑level technical advice and guidance to developing capabilities through the Land Integration Framework – Digital (LIF‑D) to enable a digitally integrated Land Combat System within a Joint and Coalition force.

• Propose and contribute to innovation activities to assess emerging technologies, architectures, or integration approaches that may support a future‑ready Land Combat System.

• Support the Coalition Services Engineering Lead with outcomes and directed tasks

• Provide authoritative technical advice to ADF, APS, and contractor staff on integrated systems, interfaces, and engineering considerations across supported environments.

• Apply the APS Code of Conduct and principles of Equity and Diversity, Industrial Democracy, WH&S, and all other applicable Defence policies throughout the delivery of services.

• Provide other ad hoc services as tasked by the SO2 and SO3 Validate or their assigned delegate.

Essential Requirements:

• This is a level 3 position under the panel and all applicants must meet the requirements of the skills and experience outlined in the panel.

• Demonstrated experience engineering and integrating complex ICT systems, applying systems and software engineering practices across requirements analysis, interface management, configuration control, integration testing, verification, validation, and resolution of integration issues.

• Experience engineering, integrating, and sustaining complex enterprise applications and information system environments, including the integration of applications, data services, user environments, and supporting infrastructure.

• Demonstrated ability to implement, assess, and maintain security controls aligned with the Information Security Manual (ISM) and the Essential Eight mitigation strategies as part of broader system security and assurance activities.

• Strong understanding of LAN and WAN engineering principles, including IP addressing, routing, DNS, DHCP, and network segmentation, and how these elements interact to affect system interoperability, performance, and security.

• Proven ability to operate as a senior technical practitioner, providing authoritative engineering advice and engaging effectively with stakeholders including ICT teams, project staff, security authorities, and capability representatives to resolve complex system integration issues without oversight

• Must be able to work in person at the primary facility, out of state applicants are to explicitly address willingness to move in the submission.

• Must hold, or be able to obtain, a minimum NV2 security clearance.

Highly Desirbale:

• Post‑graduate qualifications or formal training in Systems Engineering, or equivalent experience applying systems engineering methods in complex environments

• Experience with the Deployable LANs or other nation equivalent

• Experience designing, implementing, and managing identity, directory, and access control services, including Active Directory, Group Policy, DNS, DHCP, and authentication and trust services such as federation mechanisms and Public Key Infrastructure (PKI), to support secure system integration.

• Experience with scripting, automation, or software development to support system integration, testing, administration, or technical analysis (e.g. PowerShell, Bash, Ansible, or equivalent).

• Experience with design, configuration, and management of desktop (Windows 11) and server (Windows Server 2022 and later) Standard Operating Environments (SOEs) in accordance with approved system architectures, design artefacts, and integration constraints.

• Experience working at a system‑of‑systems level, including managing interfaces, dependencies, and second‑order effects across interconnected applications, networks, and platforms.

• Experience developing or interpreting system architecture artefacts, interface control documentation, and design descriptions to support integration and assurance activities.

• Experience planning, executing, or supporting technical integration testing, risk reduction activities, acceptance testing, or trials, including the development of test procedures and evaluation artefacts.

• Experience in software development or systems integration, including experience with applications including XMPP Chat, Mail relay and proxy services.

• Experience with Mobile Device Management (MDM), End User Device (EUD) configuration, and application/binary whitelisting solutions that support secure deployment, governance, and sustainment of enterprise and tactical ICT environments.

Desirable Requirements:

• Familiarity with configuration management practices applied to complex systems, including management of software and hardware baselines, version control, and documentation control.

• Knowledge of deployable, joint, or coalition ICT or mission systems, including operational considerations for integration, interoperability, and sustainment.

• Experience producing technical reports, engineering assessments, or recommendations to inform senior stakeholders or decision‑makers.

• Exposure to, or experience working within, Defence capability development, integration, test and evaluation, or research and experimentation environments.

• An understanding of FVEY’s networks, systems and processes

Required Security Clearance Level: NV2 at commencement (on site 5 days per week)
