We are seeking an experienced Quantity Surveyor (CSA/MEP) to support the commercial and financial management of large-scale construction projects.
The Quantity Surveyor will be responsible for cost management, quantity measurement, contract administration, valuation of works, change management, and commercial reporting throughout all project phases. The role requires close collaboration with project delivery, design, procurement, and construction teams to ensure effective cost control and successful project outcomes.
Key Responsibilities Cost Planning & Estimating
- Prepare cost estimates, budgets, and Bills of Quantities (BOQs) based on design documentation.
- Assess the cost impact of design changes and alternative solutions.
- Support value engineering initiatives and budget optimization exercises.
- Participate in cost planning and budget reconciliation activities.
Commercial Management
- Measure and value completed works in accordance with contractual requirements.
- Review and certify contractor payment applications.
- Prepare payment schedules, retention calculations, and final accounts.
- Assess variations, change orders, claims, and compensation events.
- Support procurement activities through commercial analysis and bid evaluations.
Project Controls & Reporting
- Monitor project costs and expenditure against approved budgets.
- Prepare cost reports, forecasts, and cost-to-complete assessments.
- Identify potential cost risks and provide early warning notifications.
- Maintain accurate records of quantities, valuations, and commercial correspondence.
Stakeholder Coordination
- Work closely with engineering, design, procurement, construction, and project management teams.
- Ensure consistency of cost reporting and coding across work packages.
- Present commercial updates and financial reports to project stakeholders.
- Support dispute avoidance and resolution through accurate record keeping.
Risk & Compliance
- Maintain auditable quantity and cost records.
- Support quality and compliance requirements related to valuations and payments.
- Contribute to the management of commercial risks and mitigation measures.
- Ensure compliance with contractual obligations and industry best practices.
Team Support
- Mentor and support junior Quantity Surveyors and Contract Administrators.
- Contribute to the development of cost databases, benchmarking information, and BOQ libraries.
- Promote best practices in quantity surveying, cost management, and contract administration.
Qualifications & Experience
- Degree in Quantity Surveying, Construction Economics, Construction Management, Engineering, or a related discipline.
- Professional accreditation (RICS or equivalent) is an advantage.
- Minimum 8 years of experience in Quantity Surveying and commercial management within the construction industry.
- Strong knowledge of construction contracts, including FIDIC, NEC, or equivalent forms of contract.
- Proficiency in cost management and quantity surveying software such as CostX and advanced Excel.
- Strong analytical, negotiation, and communication skills.
- Fluent English required; additional languages are considered an asset
- This position requires a full-time on-site presence, with attendance required five days per week in Bissen, Luxembourg.
