Organizational Setting and Reporting Relationship

The position of Sustainable Solutions Officer is assigned to the Bhutan Resident Mission (BHRM) within the South Asia Department (SARD). You will be based at our Resident Mission in Thimpu, Bhutan.

You will report to the Country Director, BHRM and the designated Technical International staff in the Climate Change Strategy and Engagement Division (CCSE) of the Climate Change and Sustainable Development Department (CCSD).

Your Role

As Sustainable Solutions Officer, you will lead, coordinate, and provide technical and administrative support ensuring ADB operations in Bhutan contribute to the country's and ADB's climate change agenda in line with ADB's Strategy 2030 and its mid-term review, and the Climate Change Action Plan 2023-2030. You will engage with ADB's clients and work with ADB team members on the country's climate agenda, support programs promoting climate-resilient and low-carbon development and regional initiatives originating and supporting climate investments. This will include upstream analysis, country partnership strategy development and implementation, and annual country programming. You will also coordinate, manage, and implement technical assistance activities, and collaborate with sector teams to design and implement investments that maximize climate outcomes. Additionally, you will deliver knowledge services, build capacity, foster regional cooperation, and represent ADB in events. You will work with regional climate focal points and with the broader ADB climate team.

You will:

Country Partnership Strategy and Country Programming

• Support the conduct and development of country diagnostics for the country partnership strategy and country performance assessment related to climate change.
• Integrate priorities on climate adaptation, low carbon transition, and disaster risk management into the preparation and implementation of the country partnership strategy. Additionally, incorporate these priorities into the annual country programming exercise. Monitor climate-related indicators in the CPS framework and related action plans.
• Support tracking of important global, regional, and national commitments on climate change and undertake research, data collection, and analyses to support project development, policy, and sector work.

Operations Support

• Develop engagement with relevant ministries on climate change operations in the country, including lending, non-lending, sovereign and nonsovereign operations and maintain an overview of climate operations in the country. Support policy dialogue with government counterparts on climate change and climate resilience.
• Support project development and implementation across sovereign and private sector operations, including provision of climate change-related technical inputs for sovereign and non-sovereign projects, technical assistance, policy frameworks, and strategies.
• Oversee and contribute to implementation of regional initiatives like the Building Adaptation and Resilience in the Hindu Kush Himalayas initiative, ensuring quality technical outputs, partner coordination, partner engagement, and ADB representation.
• Provide technical inputs and help develop, process, implement, and monitor ADB climate change investment projects, technical assistance, strategies, and frameworks, including tracking of climate financing, and other relevant indicators. Support mobilization and monitoring of climate finance including drafting of proposals.

Communication and Knowledge

• Provide technical inputs and support implementation of climate change communications and knowledge management plans, websites and related databases, and the development and conduct of learning and training activities, in collaboration with BHRM's communications focal and ADB's Department of Communications and Knowledge Management.
• Prepare and deliver concepts and strategies for ADB supported climate change knowledge events at international, regional and national fora and conferences and develop and strengthen partnerships with external stakeholders, donors, and other agencies to identify collaboration and cooperation opportunities and share best practices

Administrative Support

• Coordinate within ADB, especially with SARD climate focals team and other climate focal points to ensure harmonized approaches on climate-resilient and low-carbon initiatives.
• Provide inputs for the preparation and update of other relevant climate-related work and accomplishment reports, including assessment of resource requirements; and participate in internal working groups as assigned.

Qualifications

You will need:

• Bachelor's degree in climate, environmental sciences, economics, engineering, or related fields, preferably with advanced training
• At least 8 years work experience in climate change mitigation and adaptation, climate change policy, climate finance and project development and implementation.
• Understanding of the climate change agenda, particularly in climate change policy and strategy. Preferably an expert in at least one sector, including implementation experience.
• Experience working in climate change and disaster risk management with government agencies and multiple partners; conducting research and producing analytical and technical reports for diverse audience; experience with multilateral financial institutions is preferred.
• Excellent presentation, written and verbal proficiency in English.
• Two years of relevant experience outside ADB within the past five years is required. Years as an ADB-engaged consultant or contractor are considered experience outside of ADB.

This appointment is open to internal and external applicants.

This opening is a local staff position. It is open only to nationals and permanent residents of Bhutan.

This position is crucial to the Workforce Rebalancing Framework (2022-2027), a strategic initiative aimed at enhancing ADB's in-house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue, and projects focused on delivering knowledge solutions. Successful applicants may occasionally undertake short-term assignments in other departments or offices, when required.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
