Licensing & Regulatory Expansion

● Lead end-to-end fintech licensing projects across international jurisdictions, with a primary focus on obtaining an Electronic Money Institution (EMI) licences.

● Manage the full licensing lifecycle: regulatory strategy, application preparation, submission, regulator communication, follow-up and obtaining the licence.

● Coordinate the preparation and submission of regulatory applications and documentation packages with local regulators and external advisors.

● Ensure regulatory readiness of policies, procedures, governance frameworks, AML/CTF controls, risk management frameworks and operational processes required for licensing.

● Coordinate the setup and launch of regulatory and operational processes following licence approval.

● Work closely with internal teams, local counsels and regulatory authorities.

Card & Payments

● Support the development and implementation of card and payment-related business models within licensed entities.

● Coordinate regulatory, operational and product requirements related to card issuing, acquiring and payment services.

● Work cross-functionally with Product, Payments, Legal, Compliance, Risk, Finance and Technology teams to ensure readiness of card and payment operations.

● Support relationships and projects involving payment providers, card schemes and other relevant financial infrastructure partners.

Project Governance & Delivery

● Build end-to-end licensing roadmaps, project plans, timelines and key milestones.

● Coordinate multiple workstreams and ensure timely delivery of regulatory and operational requirements.

● Track project risks, dependencies and blockers, escalating critical issues when required.

● Prepare regular project updates, executive summaries and regulatory reports for senior management.

● Maintain structured project documentation and ensure clear ownership across all workstreams.

Cross-Functional & External Communication

● Manage communication with regulatory authorities.

● Act as the central coordination point between internal operations teams and regulators.

● Translate complex regulatory requirements into clear and actionable business tasks.

● Lead regular project meetings, steering committees and stakeholder updates.

● Ensure transparent and well-structured project documentation throughout the licensing process.

Requirements

● Proven hands-on experience in obtaining fintech licences, preferably EMI, PI, payment institution, e-money or similar financial services licences.

● Demonstrated experience managing end-to-end licensing projects, from initial regulatory assessment through application, regulator engagement and licence approval.

● Previous experience with licensing projects in international or less conventional / exotic jurisdictions is strongly preferred.

● Experience working with regulators and external legal/regulatory advisors across multiple jurisdictions.

● Strong understanding of EMI / payment services regulatory requirements, AML/CTF, governance, risk management and operational controls.

● Practical experience with card-related products and payment infrastructure - card issuing, acquiring, processing, card schemes or related payment services.

● Experience launching or setting up new regulated fintech operations following licence approval would be a strong advantage.

● Strong project management skills with the ability to manage multiple stakeholders, workstreams and regulatory deadlines simultaneously.

● Ability to translate regulatory requirements into practical operational and business processes.

● Excellent communication and stakeholder management skills.

● Strong analytical and problem-solving skills with a high level of ownership and attention to detail.

● Fluent English; additional languages are a plus.

● Experience in a regulated financial institution, fintech, payment company, bank, EMI or PI is preferred.
