The Position:
The Operations and Compliance Analyst provides support on financial management, assurance activities, and financial reporting and will provide dedicated operational support to facilitate the implementation and delivery of projects. The Position provides guidance, technical support, and oversight ensuring that resources are utilized appropriately and in compliance with relevant policies and requirements.
The selected candidate will be based at the UNFPA country office, Kathmandu, and will work under the guidance and direct supervision of the International Operations Manager. The Operations and Compliance Analyst will work closely with and will support UNFPA programme officers and the operations team, to ensure major risks and compliance are managed appropriately and programmes are implemented effectively.

Job Purpose:
The position will play a supportive role for smooth running of financial, internal control, assurance, oversight, and audit functions ensuring compliance with corporate policies, rules, and regulations at all levels. Based on the close relationships built with internal and external stakeholders, the incumbent will assist the office to regularly communicate and support implementation of best practices in financial management and accountability tasks. The position will assist the office in budget and expenditure analysis, programme delivery monitoring, operational performance tracking, and management reporting to facilitate evidence-based planning, decision-making, and effective implementation of the country programme. The position will also support management decision-making through analysis of programme performance, operational trends, and compliance risks.
You would be responsible for:
Operational effectiveness, programme compliance, risk management, and quality assurance:
- Support quality assurance reviews of compliance processes, including follow-up on audit recommendations, management responses and internal oversight findings.
- Support in ERM related activities for the country office.
- Support the development and implementation of oversight mechanisms for Country Office operations.
- Support the assessment of the Internal Control Framework and assist in identifying internal control weaknesses, gaps, inefficiencies and overlaps.
- Support the identification of deviations from established rules and regulations and bring them to the attention of the International Operations Manager for appropriate follow-up.
- Support analysis of programme delivery, expenditure trends, implementation rates, and operational performance and provide inputs to identify bottlenecks and possible corrective actions.
- Support in preparing periodic compliance, assurance, risk management, and operational performance reports and dashboards for Country Office management to support decision-making and strategic oversight.
Support to Implementing Partners Oversight and HACT assurance plan:
- Support in conducting periodic due diligence for vetting of IPs.
- Support the assessment of implementing partner risks and contribute to the identification of appropriate mitigation measures under the guidance of the International Operations Manager.
- Assist in checking accuracy and validity of signatories and bank accounts in the IP agreement, with particular attention to high-risk management areas, such as sub-contracting, procurement, cash management.
- Assist in the implementation of the approved HACT Assurance Plan under the guidance of the International Operations Manager.
- Support the implementation of quarterly financial monitoring, in close coordination with relevant Programme Units and Area Offices and assist in validating the completion of programme activities as reported by IPs.
- Support conduct spot checks and compliance reviews of IPs to ensure that financial, procurement and HR processes are in line with IPs established procedures and the requirements of HACT.
- Support the review of audit reports and assist in documenting agreed follow-up actions in coordination with programme staff, implementing partners and auditors.
- Support the review of findings from assessments, monitoring, verification, spot checks and audits, and assist in tracking follow-up actions and implementation of agreed mitigation measures.
- Support in the regular updating of the United Nations Programme Portal (UNPP) platform by taking care of uploading all required documents and ensuring the quality of the information within it.
Programme Performance Monitoring and Financial Oversight:
- Support to ensure alignment between approved cash limits and work plan budgets. Provide inputs from a finance and compliance perspective, supporting the accurate allocation of direct and indirect costs, and ensuring that all budgeted items reflect eligible expenditures in line with UNFPA financial guidelines.
- Support the programme and finance team on timely and accurate review and clearance of work plans and eFace reports, ensuring compliance with UNFPA guidelines.
- Support the finance team in the OFA reconciliation process avoiding negative OFAs at the end of the year.
- Contributes to reviews, annual planning exercises, audits, and oversight processes through data analysis and operational reporting.
- Support the development and maintenance of operational dashboards and tracking tools to strengthen accountability, transparency, and results-based management.
Performing Additional Duties as Assigned:
- Carry out additional administrative and support tasks as required by UNFPA leadership.
- Collaborates with team members, programme partners, and sub-grantees to ensure safe implementation of programmes at the community level applying Do No Harm approach.
Qualifications and Experience:
Education:
- Advanced university degree in Finance/Accounting, Business, or Public Administration or a related field.
Knowledge and Experience:
- Professional experience in finance or audit, or other directly related fields is advantageous*.*
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advanced knowledge of spreadsheet and database packages, experience in handling web-based management systems and ERP financials.
- Prior experience in working with ERP systems (preferably Oracle based) is an advantage.
- Previous experience in the UN and knowledge of UN internal control, risk management and implementing partner procedures is advantageous.
- Excellent organizational skills, attention to detail, precision, and accuracy.
- Strong verbal and written communication skills.
- Should also possess the ability to formulate business requirements into logical system specifications.
- Must be able to work in harmony across teams, both internally and externally.
Languages:
- Fluency in oral and written English and national language of the duty station.
