Business Analyst - Fixed Term

Napier City Council is preparing for the transition of its water services to Water Hawke’s Bay. With a significant programme of work ahead, we’re looking for an experienced Business Analyst who can quickly understand our operating environment, assess current systems and processes, and translate complex business needs into clear, workable requirements.

This is a fixed-term opportunity through to 30 June 2027, working alongside our Regional Waters team during a critical stage of the transition. You’ll develop current and future-state process maps, identify gaps, risks and dependencies, and bring structure to the information and documentation needed for an effective handover.

Te Āheinga - The Opportunity

You’ll work across Council, bringing together business and technical perspectives to ensure our systems, data and processes are well understood and ready for transition.

In this role, you will:

  • Gather, document and validate business needs, requirements and acceptance criteria
  • Map current and future-state processes, identifying gaps, risks and dependencies
  • Support system separation and define requirements for future standalone systems
  • Facilitate workshops and discussions across business, technical and project teams
  • Prepare clear analysis, documentation and recommendations to support decisions
  • Help establish consistent, well-governed processes and documentation for handover

With a defined timeframe and important deliverables ahead, this role will suit someone who can build relationships quickly, work through complexity and confidently progress work from day one.

You’ll bring an established business analysis background and the ability to quickly understand complex operating environments. You’ll be practical, organised and confident working with a wide range of stakeholders to turn information into clear actions and outcomes.

You’ll also bring:

  • Relevant experience in business analysis, process improvement or project delivery
  • Practical experience gathering, documenting and validating business requirements
  • Confidence developing current-state and future-state processes and workflows
  • Strong analytical skills, including identifying gaps, risks and dependencies
  • Experience facilitating workshops across business and technical teams
  • Clear communication, strong documentation skills and excellent attention to detail

Experience within water services, infrastructure, local government, organisational transition or enterprise systems would be an advantage, but is not essential. More important is your ability to apply sound BA practices, navigate complexity and make a meaningful contribution within a relatively short timeframe.

This is a fixed term opportunity til June 2027, working full-time 40 hours per week, Monday-Friday. You will be based in Napier

The annual salary package for this role is $93,514 - $104,516 (including KiwiSaver), with the final offer depending on your skills and experience.
