Technical Director - Asset Management

Technical Director will support the delivery and growth of the strategic asset management capability across the region. The role will focus on delivering on the Port of Duqm secondment, but also assist with business development and contributing to practice growth.

Working closely with senior leadership, the Technical Director will play a key role in delivering client value and strengthening WSP’s position in the regional strategic asset management market.

People and Capability Development

  • Develop training programmes that strengthen the technical capability of asset management teams.
  • Supervise, mentor and support the development of junior team members.

Client Advisory and Delivery

  • Conduct maturity assessments and gap analyses, and develop frameworks aligned with ISO 55000 and organisational objectives.
  • Support clients in defining asset strategies, policies, operating models and integrated management systems.
  • Manage project workstreams to deliver agreed outcomes on time, within budget and to the required quality.
  • Maintain effective stakeholder engagement, communication and reporting throughout delivery.

Business Development and Collaboration

  • Identify and pursue new opportunities and lead or contribute to technical and commercial proposals.
  • Maintain and strengthen client relationships.
  • Collaborate with regional and global teams to deliver integrated solutions.
  • Promote knowledge sharing and consistent application of leading practices across the organisation.

Strategic Asset Management and Governance

  • Develop and implement the Asset Management Strategy and Strategic Asset Management Plan (SAMP) for all port infrastructure and operational assets.
  • Align asset management practices with ISO 55000 and other applicable international standards.
  • Ensure compliance with concession agreements, government requirements, regulatory obligations, corporate policies and safety standards.
  • Establish lifecycle management plans covering planning, operation, maintenance, rehabilitation, replacement and disposal.
  • Promote knowledge transfer, professional development and adoption of modern asset management practices.

Asset Information and Digital Enablement

  • Establish and maintain a centralised digital asset management system containing complete, accurate and traceable asset information.
  • Develop and maintain a comprehensive asset register covering asset classification and identification, technical specifications, components and subcomponents, maintenance history, operational performance, lifecycle costs, depreciation and condition assessments.
  • Ensure infrastructure, utilities, marine structures and operational equipment are fully documented and traceable.
  • Support asset data strategies, enterprise asset management system implementations, analytics and predictive maintenance initiatives.

Infrastructure and Equipment Oversight

  • Oversee the management of the company’s asset portfolio, including:
  • Infrastructure and facilities: buildings, operational facilities, electrical substations, power distribution, water supply, firefighting, sewerage, drainage, internal roads and transport infrastructure.
  • Marine assets: berths, quay walls, marine structures and port operational equipment.
  • Mechanical and operational equipment: cranes, lifting equipment, port service machinery and specialised operational equipment.

Maintenance, Reliability and Performance

  • Develop and implement risk-based, reliability-centred and condition-based maintenance strategies and plans.
  • Ensure maintenance practices are preventive, cost-effective and performance-focused, preserving asset integrity and operational reliability.
  • Coordinate with the Infrastructure Maintenance and Equipment and Crane Maintenance sections.
  • Align maintenance planning with lifecycle and operational requirements, and establish strategic maintenance contracts.
  • Facilitate business process mapping workshops with relevant stakeholders to improve maintenance and asset management processes.

Engineering, Planning and Asset Integration

  • Coordinate with the Planning and Engineering Department on the development of new facilities.
  • Ensure new infrastructure projects apply lifecycle planning principles and are integrated into the asset management system.
  • Review maintainability, reliability and lifecycle cost considerations during design and construction.

Terminal Operator and Third-Party Oversight

  • Monitor maintenance activities undertaken by terminal operators and third-party operating companies.
  • Ensure operators fulfil the maintenance obligations set out in their agreements.
  • Establish monitoring and reporting arrangements to confirm that assets are maintained to agreed standards.

Budgeting, Investment and Lifecycle Planning

  • Prepare annual asset management budgets covering infrastructure and equipment.
  • Develop five-year asset management plans addressing major maintenance, rehabilitation, replacement forecasts and lifecycle cost projections.
  • Develop capital planning frameworks, prioritisation methodologies, total cost of ownership models and lifecycle analyses.
  • Support long-term investment and renewal strategies, portfolio optimisation, cost-benefit analysis and investment decision-making.
  • Optimise the allocation of financial resources to protect asset value and support service objectives.

Performance Monitoring and Reporting

  • Establish KPIs for asset reliability, availability, condition, maintenance performance and cost efficiency.
  • Conduct annual condition assessments, asset verification exercises and performance evaluations.
  • Prepare periodic reports for senior management covering asset condition, maintenance performance, operational risks, budget performance, lifecycle forecasts and critical spares.

Compliance, Audit and Quality Assurance

  • Conduct regular technical audits and inspections of maintenance departments and operating companies.
  • Assess compliance with corporate policies, maintenance standards, concession obligations and safety requirements.
  • Recommend corrective actions and process improvements to strengthen maintenance quality and asset performance.

Risk, Sustainability and HSSE

  • Identify risks arising from asset degradation or failure and develop mitigation strategies that support resilience and operational continuity.
  • Integrate sustainability, energy efficiency and climate resilience into asset management strategies.
  • Support alignment with regional priorities, including Saudi Vision 2030 and UAE Net Zero 2050.
  • Coordinate the management of asset insurance and liabilities with CAD.
  • Demonstrate active commitment to the company’s health, safety, security and environmental policies.

Key Performance Indicators

  • Asset availability and reliability.

  • Maintenance cost efficiency and preventive maintenance completion.

  • Asset condition and reduction in unplanned downtime.

  • Compliance with concession and regulatory obligations.

  • Accuracy and completeness of the asset register.

  • Budget adherence and implementation of long-term asset management plans.

  • Bachelor’s degree in engineering (Mechanical, Electrical, Civil or Equivalent), Asset Management, or related field

  • Master’s degree in engineering management, Asset Management, or Business Administration is preferred

  • Minimum 12–15 years of relevant experience in asset management, infrastructure maintenance, or port/industrial facilities.

  • At least 7–10 years in a senior leadership role.

  • Experience in ports, industrial infrastructure, utilities, or large-scale facilities management is highly desirable.

  • In-depth understanding of asset lifecycle management

  • Knowledge in Computerized maintenance management systems (e.g., CMMS, ERP)

  • Strong analytical and reporting skills

  • Proficiency in ISO 55000, ISO 50000 International standards (Asset & Energy)

  • Project and contract management expertise

  • Familiarity with HSE and sustainability practices in asset management

  • Excellent leadership, communication, and stakeholder engagement skills

  • This position requires high level of business and operational understanding required for strategic alignment

  • Any certification or course in asset management

  • Preferably a Certificate from the Institute of Asset Management

  • This position follows all the HSE procedures as set by the company
