Senior Manager - Talent Acquisition

The Senior Manager, Talent Acquisition owns the operational delivery of SSMC's talent acquisition function across the Nursing and Allied Health & Admin recruitment streams, translating the Director's talent acquisition strategy into day-to-day execution. The role holder leads the Assistant Managers and their teams to deliver SSMC's annual hiring plan, Time-to-Recruit, quality-of-hire, and Emiratisation targets, and is the senior operational point of accountability for talent acquisition performance below Director level. Physician recruitment currently sits outside this role's scope and reports through a separate line; this may be reviewed and brought into scope at a later date.

Responsibilities
●Translates SSMC's talent acquisition strategy into operational plans and delivery targets for the Nursing and Allied Health & Admin streams
●Leads and develops the Assistant Managers, Talent Acquisition, and any other direct reports, setting clear performance expectations and caseload benchmarks by stream
●Owns day-to-day delivery of the annual hiring plan across both streams, ensuring recruitment activity is aligned to approved manpower plans and business priorities
●Chairs regular pipeline and performance reviews across streams, identifying and resolving delivery risks
●Acts as the senior escalation point for complex, senior, or hard-to-fill requisitions within the Nursing and Allied Health & Admin streams
●Partners with the Workforce Planning Manager to align recruitment execution to approved manpower plans and budgets
●Owns day-to-day management of recruitment agency and sourcing partner relationships, including performance and cost management
●Drives adoption and effective use of Oracle Recruiting Cloud and related recruitment technology across all teams
●Represents Talent Acquisition at the offer approval stage, working with Rewards and the Director on offers
requiring committee review
●Owns compliance across all TA teams with UAE labour law, DOH/HAAD requirements, and SSMC policy
●Contributes to and helps execute SSMC's employer branding campaigns and Emiratisation sourcing initiatives across streams
●Provides regular, consolidated performance reporting on hiring, TTR, quality-of-hire, and Emiratisation metrics to the Director
●Supports the Director in workforce planning, budget management, and structural or process improvement initiatives for the Talent Acquisition function
Accountabilities
●Accountable for delivery of the annual hiring plan across the Nursing and Allied Health & Admin streams
●Accountable for Time-to-Recruit performance against the 90-day target for priority roles across both streams
●Accountable for quality-of-hire and candidate experience performance across both streams
●Accountable for Emiratisation hiring contribution across both streams in line with SSMC targets
●Manages the Assistant Managers, Talent Acquisition (Nursing, Allied Health & Admin) and, through them, all Talent Acquisition Specialists in those teams
●Manages agency spend and sourcing budget execution within the Talent Acquisition function, in line with budget set by the Director.

Educational Qualification:
Required:
●Bachelor's degree in Human Resources, Business Administration, or a related field
Desired:
●Master's degree or MBA with a specialisation in Human Resources, Organizational Behaviour, or Healthcare Management

Specialist Certifications:
Required:
●Recognised HR certification such as CIPD Level 5/7, SHRM-CP/SCP, or equivalent
Desired:
●Oracle HCM / Oracle Recruiting Cloud certification
Experience:
Required:
●8–10 years of progressive talent acquisition experience, including a minimum of 3–4 years managing multiple recruitment teams or streams
Desired:
●Experience in a large healthcare, medical centre, or hospital environment
●Experience managing nursing or allied health recruitment at scale

Additional Requirements:
Required:
●Proficiency in the English language (written and spoken)
●Strong command of data and recruitment analytics to inform decisions
●Excellent stakeholder management skills, including the ability to influence senior clinical and operational leaders
●Deep understanding of UAE labour law, Emiratisation requirements, and DOH regulatory requirements for clinical workforce
●Proven people leadership experience managing managers
Desired:
●Proficiency in the Arabic language
●Experience working within a PureHealth Group or Abu Dhabi Health Services Company (SEHA) network
