As part of the global VEON Group, we are expanding into the digital financial services market to serve a broader customer base and strengthen our role in Bangladesh’s digital ecosystem. To advance this initiative, we have obtained a Payment Service Provider (PSP) license via our newly established subsidiary called - NEO PSP Limited, a next-generation payment solutions company.

Job Description

  • Lead the Mukto Pay product function — Product Development Senior Managers, Product Development Managers and business analysis — reporting to the Chief Commercial Officer.
  • Translate the product strategy set by the CCO into a product roadmap: sequenced, resourced, with a named Product Owner and expected economics against every item. Propose it; the CCO approves it.
  • Assign a single named Product Owner to every product, and hold that person accountable for the outcome. Do not take the product back when it gets difficult.
  • Own the Playbook standard across the portfolio and enforce it rather than the deadline: no Passport without evidence in every field, no funding decision without a Commercial Model, no launch without OKR baselines, no live product without stated unit economics.
  • Review every Commercial Screen, Passport, Commercial Model and MVP boundary before it goes for funding — and send back the ones that do not meet the bar.
  • Run the portfolio cadence: Commercial Screen triage, Discovery gates, the delivery handshake with the Project Office, Launch Readiness Reviews and the 90-day Post-Launch Commercial Reviews. Bring the portfolio view, with recommendations, to the Portfolio Council.
  • Own capacity allocation across product streams and the trade-offs between them — the decision individual Product Owners cannot make for themselves and should not have to negotiate.
  • Own product coherence across the portfolio: fee logic, limits, KYC tiers, journeys and terminology consistent between products rather than reinvented per stream.
  • Own the portfolio numbers: launch cadence, aggregate contribution against plan, and the scale / fix / sunset recommendations across the set — including the discipline to sunset.
  • Hold the portfolio-level relationship with Technology, the Project Office and the Banglalink platform teams; resolve what Product Owners cannot, and escalate what neither can.
  • Represent product at the portfolio level with Risk, Compliance and Finance, so that licence perimeter and margin bands are respected across the set and not litigated product by product.
  • Build the product organisation: recruit, coach and retain Product Owners, use the Playbook as a training instrument, and create a bench rather than a set of dependencies.

Academic Qualification

  • Bachelor’s or master’s degree. Business, finance, economics, engineering or computer science are the common routes; another analytical discipline is acceptable.
  • An MBA is welcome but not required.

Job Experience Required

  • At least 10 years of professional experience, including 5 or more in product management and 3 or more leading a product team.
  • Has led multiple Product Owners simultaneously and been accountable for products they did not personally run.
  • Has taken consumer financial products from concept to scale in a fintech, MFS or wallet operator, payments company, bank, digital bank or lender — with the outcomes to evidence it.
  • Experience running a product portfolio with explicit capacity trade-offs across competing streams.
  • Greenfield or early-stage build experience is a strong advantage; Bangladesh or comparable emerging-market experience preferred.

Required Capabilities

  • Leads through the standard rather than by taking over the work.
  • Can read a Commercial Model and find the assumption that breaks it inside twenty minutes.
  • Says no to a roadmap item with no evidence behind it — including when a senior stakeholder asked for it personally.
  • Allocates scarce capacity and defends the allocation, instead of promising everything and sequencing quietly.
  • Coaches Product Owners into owning outcomes rather than answering on their behalf.
  • Keeps the boundaries clean: strategy sits with the CCO, the portfolio and the standard sit here, the product sits with the Product Owner. Does not collect ownership upward.
  • Sunsets products. Most product leaders can launch; far fewer will kill something they launched.
  • Recruits people stronger than the role requires, and is comfortable being outperformed by them.
  • Fluent written and spoken English.
