Individual Consultancy to Customize a Training Package on SRHR (Including GBV and SEA) for Adolescents, Young People and Parents/Caregivers and Community Actors

The Position:

The consultant will work under the direct supervision of the Technical Lead on SRHR / Youth at the UNFPA Kenya Country Office, in collaboration with GBV/Gender Advisor and the overall guidance of the Deputy Representative.

Background Information:

Adolescence and youth represent pivotal developmental stages where strategic investments in Sexual and Reproductive Health and Rights (SRHR) lay the foundation for lifelong health, agency, economic opportunity, and gender equality. In Kenya and similar contexts, young people navigate a complex web of intersecting vulnerabilities, including high rates of Gender-Based Violence (GBV), Sexual Exploitation, Abuse, and Harassment (SEAH), unintended teenage pregnancies, and HIV risk. These challenges are compounded by systemic barriers, such as a shortage of confidential, youth-friendly health services and deep-rooted socio-cultural taboos that suppress open communication, undermine youth bodily autonomy, and leave adolescents with limited guidance from parents, educators, and local authorities.

Addressing these structural hurdles requires a holistic, multisectoral approach that equips adolescents with actionable life skills, rights-based knowledge, and personal agency while actively engaging their broader support ecosystems. Grounded in robust national frameworks and aligned with global best practices, effective programming must bridge policy and community reality to empower young people to make informed, autonomous decisions about their bodies and futures. By building the capacity of caregivers, religious figures, and local leaders to foster safe environments, alongside integrating health systems to provide non-judgmental SRHR care, GBV response, and economic empowerment, communities can transform systemic risks into sustained youth resilience and leadership.

In 2020, UNFPA, with collaborating partners from the World Health Organization (WHO), the United Nations Educational, Scientific and Cultural Organization (UNESCO), the United Nations Children’s Fund (UNICEF) and the Secretariat of the Joint United Nations Programme on HIV and AIDS (UNAIDS), developed the International Technical and Programmatic Guidance on Out-of-School Comprehensive Sexuality Education (CSE) to build upon and complement the UN International Technical Guidance on Sexuality Education (ITGSE). According to the International Technical Guidance (ITG) on Sexuality Education (2018), comprehensive sexuality education is a curriculum-based process of teaching and learning about the cognitive, emotional, physical and social aspects of sexuality. It aims to equip children and young people with the knowledge, skills, attitudes and values that will empower them to realize their health, well-being and dignity; develop respectful social and sexual relationships; consider the well-being of others that are affected by their choices; and understand and ensure the protection of their rights throughout their lives. The characteristics of high-quality CSE are that it is: scientifically accurate; incremental; age- and developmentally appropriate; curriculum-based comprehensive; based on a human-rights approach; based on gender equality; culturally relevant and contextually appropriate; transformative; able to develop life skills needed to support healthy choices.

While various SRHR curricula exist across national government bodies and CSOs, there is a distinct need to interrogate, harmonize, and adapt these materials into age-appropriate, context-specific training packages and line with the International Technical and Programmatic Guidance on Out-of-School Comprehensive Sexuality Education (CSE) and other relevant, evidence based regional/international guidelines and tools.

These customized packages will explicitly prioritize Prevention of Sexual Exploitation and Abuse (PSEA) and GBV while addressing broader SRHR needs/issues targeting adolescents, young people and parents, caregivers, and community actors.

Job Purpose:

The UNFPA Kenya Country Office seeks a qualified individual consultant to review existing national and CSO curricula and customize targeted training packages on SRHR (including GBV, and SEA) for three primary beneficiary groups:

• Adolescents (15–19 years)
• Young People (18–24 years)
• Parents, Caregivers, and Community Actors

The consultant will also design monitoring tools, validate the packages with key stakeholders, including beneficiaries, train trainers (ToT), and provide technical support for county-level rollouts.

You would be responsible for:

• Inception & Review: Conduct a thorough desk review and systematic analysis of existing national and CSO curricula on SRHR, GBV, and PSEA, assessing their strengths, gaps, and areas for improvement against the International Technical and Programmatic Guidance on Out-of-School Comprehensive Sexuality Education (CSE), as well as other relevant evidence-based regional and international guidelines, standards, and tools.
• Package Customization: Draft tailored training modules for adolescents (15–19), young people (18–24), and parents/caregivers/community actors incorporating key elements of SEA, GBV, and broader SRHR and with line with the International Technical and Programmatic Guidance on Out-of-School Comprehensive Sexuality Education (CSE) and other relevant, evidence based regional/international guidelines and tools.
• M&E Tool Development: Develop robust M&E guidelines and tools to assess the impact, including formulation of pre- and post-test outcome measurement tools for all target groups.
• Stakeholder Validation: Organize and facilitate a validation workshop with key actors, including beneficiaries, civil society, and government partners to refine the package based on consensus.
• Capacity Building & Rollout: Facilitate a Training of Trainers (ToT) workshop and provide technical guidance/support for county-specific rollouts.

Deliverables

• Deliverable 1: Draft Customized Training Packages (3 modules: 15–19 years, 18–24 years, and Parents/Caregivers/Community Actors) along with M&E guidelines and tools (pre- and post-test measurement tools).
• Deliverable 2: Final validated Customized Training Packages (3 modules: 15–19 years, 18–24 years, and Parents/Caregivers/Community Actors) along with M&E guidelines and measurement tools.
• Deliverable 3: ToT Facilitation & County Rollout Technical Support Report

Consultancy Duration

The consultancy will be for 52 working days between September to December 2026.

Place where services are to be delivered:

Location: Nairobi, Kenya, with potential travel to designated focus counties for validation, ToT, or rollout support (travel and subsistence costs covered by UNFPA per UN rules).

Work Setup: The consultant will utilize their own workstation and equipment. UNFPA Kenya CO will provide the necessary support to the consultant to undertake meetings either virtual or physical meetings.

The Consultant should prepare and submit a list of the documents and materials required with a timeline.

All documents prepared during the assignment shall be treated as property of UNFPA Kenya CO. The report/documents or any part, therefore, cannot be sold, used and/or reproduced in any manner without prior written approval of UNFPA Kenya CO. In the event of the consultant requiring additional time to complete the contract, over and above the time previously agreed to, but without UNFPA Kenya CO changing the scope of work, UNFPA’s prior written approval for the same shall be necessary.

Conflict of Interest

• Conflict of Interest: Declaration required prior to contract execution.
• Mandatory Courses: The consultant will be requested to complete the required UN training modules (e.g., BSITF/BSAFE, PSEA) prior to starting assignments.

Qualifications and Experience:

Education:

Advanced university degree in Public Health, Social Sciences, Development Studies, Gender, or related fields.

Knowledge and Experience:

• Minimum 7 years of professional experience in SRHR, GBV prevention, PSEA, and youth/adolescent programming in Kenya.
• Proven track record in SRHR/Lifeskills Education curriculum development, Training manual development & customization, and pedagogical tool design for adolescent/youth and community audiences.
• Demonstrated expertise in developing M&E tools, specifically training outcome indicators and pre/post-test evaluations.
• Strong facilitation and capacity-building skills, including experience leading ToTs and stakeholder validation workshops.
• Familiarity with UN processes, government frameworks (MoH, MoE), and national CSO ecosystems in Kenya.
