WASH/IPC Technical Advisor

Overview

The WASH/IPC Technical Advisor provides strategic and operational leadership to ensure effective coordination, implementation, and monitoring of Water, Sanitation and Hygiene (WASH) activities across the MCGL and RISE OVC project. The position serves as the primary coordination focal point among implementing partners, the Ministry of Health, provincial and district health authorities, donors, and other key stakeholders to ensure harmonized implementation, technical quality, and alignment with national policies and donor requirements. The W/IPC TA leads partner coordination, supports implementation planning, monitors program performance, strengthens government capacity, and promotes integration between community-based and health facility WASH interventions, including Infection Prevention and Control (IPC). The position supports evidence-based decision-making through performance monitoring, quality improvement, knowledge management, and timely technical reporting, while fostering collaboration, sustainability, and continuous learning to achieve project objectives and strengthen health system resilience.

Responsibilities

• Strategic Coordination and Partnership Management
• Lead coordination of WASH project implementation across all implementing partners to ensure timely, high-quality, and harmonized delivery of activities.
• Coordinate the review, adaptation, harmonization, and validation of Standard Operating Procedures (SOPs), implementation guidelines, monitoring tools, checklists, training curricula, and Social and Behavior Change (SBC) materials.
• Monitor implementation of partner work plans, track progress against project milestones, and facilitate timely resolution of implementation bottlenecks.
• Organize and facilitate regular coordination meetings, documenting decisions and ensuring follow-up on agreed action items.
• Promote standardized implementation approaches and consistent technical quality across all project provinces.
• Ensure project interventions are aligned with national policies, technical standards, donor requirements, and project objectives.
• Government Coordination and Health Systems Strengthening
• Serve as the primary liaison between the project and the Ministry of Health (MISAU), Provincial Health Directorates (DPS), District Health Services (SDSMAS), Environmental Health Departments, and other relevant government stakeholders.
• Strengthen institutional and technical capacity of national and subnational government counterparts through knowledge transfer, technical assistance, and systems strengthening initiatives.
• Support joint planning, coordination, and review processes with government counterparts.
• Represent the project at national and subnational technical working groups, coordination platforms, and WASH and Infection Prevention and Control (IPC) forums.
• Monitor implementation of recommendations arising from coordination meetings and ensure timely follow-up.
• Donor and Partner Engagement
• Represent the project in donor and partner coordination mechanisms to strengthen collaboration and maximize program impact.
• Foster strategic partnerships with organizations including FHI 360, UNICEF, and other WASH stakeholders to promote coordination, information sharing, and complementarity of interventions.
• Identify opportunities to leverage partnerships, reduce duplication, and improve program efficiency.
• Program Integration and Technical Coordination
• Strengthen coordination between community-based WASH interventions and health facility WASH and IPC activities to improve program integration and service delivery.
• Coordinate referral and feedback mechanisms between community and facility-based interventions.
• Identify opportunities for integrated programming and collaborative implementation among partners.
• Technical Support and Implementation Oversight
• Provide technical and operational support to the Project WASH Technical Lead in implementation planning, priority setting, and program oversight.
• Review partner implementation plans and monitor progress against approved work plans and performance targets.
• Support preparation of technical reports, presentations, management briefs, donor responses, and other program documentation.
• Track implementation milestones and recommend corrective actions to address performance gaps.
• Provincial Coordination and Performance Monitoring
• Coordinate regularly with Provincial Technical Advisors to monitor implementation progress and program performance.
• Analyze implementation challenges, recommend corrective actions, and support adaptive management.
• Coordinate supportive supervision activities and monitor implementation of agreed recommendations.
• Ensure timely submission and quality of partner reports and performance data.
• Monitoring, Evaluation, Learning, and Quality Improvement
• Establish and maintain systems to monitor implementation progress, partner performance, budget execution, risks, outputs, and project results.
• Monitor WASH, IPC, and Human Milk Bank (HMB) performance indicators and use data to support evidence-based decision-making.
• Promote continuous quality improvement through routine performance reviews and adaptive management.
• Support integration of technical tools, learning resources, and digital solutions into national capacity-building platforms.
• Strengthen the capacity of government counterparts, implementing partners, and frontline staff through Training of Trainers (ToT), cascade training, WASH-FIT implementation, mentorship, coaching, and supportive supervision.
• Reporting, Documentation, and Knowledge Management
• Coordinate preparation of monthly, quarterly, and annual program reports in accordance with donor and organizational requirements.
• Consolidate technical inputs for donor reports, presentations, technical briefs, and other knowledge products.
• Document program achievements, innovations, best practices, lessons learned, and implementation challenges to support organizational learning and knowledge sharing.
• Maintain accurate tracking systems for implementation progress, action items, risks, and partner performance.

Required Qualifications

• Master's degree in Public Health, Environmental Health, Environmental Sciences, WASH, Health Systems Management, International Development, or a related field. A Bachelor's degree combined with significant relevant experience may be considered.
• Minimum of 8 years of progressively responsible professional experience managing or coordinating WASH, public health, or health systems strengthening programs, including at least 5 years in donor-funded international development projects.
• Demonstrated experience coordinating multiple implementing partners, government institutions, and development partners in complex, multi-stakeholder environments.
• Proven experience working with Ministries of Health and subnational government structures to strengthen health systems and support implementation of national policies and strategies.
• Experience supporting USG, CDC-, World Bank-, UNICEF-, or other donor-funded health or WASH programs.
• Demonstrated experience leading program implementation, work planning, partner coordination, performance monitoring, and adaptive management.
• Proven experience facilitating technical working groups, coordination meetings, workshops, and stakeholder consultations.
• Experience preparing high-quality technical reports, donor reports, presentations, and knowledge management products.
• Experience supporting capacity strengthening through Training of Trainers (ToT), mentorship, coaching, supportive supervision, and institutional strengthening initiatives.
• Experience working in resource-constrained settings and collaborating with national and international NGOs, government agencies, and development partners.
• Strong knowledge of WASH programming in both community and healthcare facility settings.
• Solid understanding of Infection Prevention and Control (IPC), WASH-FIT, and health systems strengthening approaches.
• Familiarity with national public health systems, donor compliance requirements, and international WASH standards.
• Demonstrated ability to build and maintain productive relationships with government counterparts, donors, implementing partners, and multidisciplinary teams.
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and Microsoft Teams; familiarity with project management, data visualization, and collaboration platforms is desirable.
• Fluency in English and Portuguese, both written and spoken, is required
