Project Context and Scope
IOM Tunisia seeks to recruit a qualified consultant to provide technical expertise in migration data analysis, research support and reporting. The consultant will be responsible of the qualitative data gathering, development of data visualization tools and drafting and disseminating the final report. The consultant will work under the overall supervision of the IOM Chief of Mission and the direct supervision of the Programme Officer (Data and Research) within the Governance and Data Unit, in close coordination with relevant IOM units.

Project Title: Climate Change and Migration Data Program
Tasks to be performed under this contract
First deliverable: Qualitative data collection, through FGD and KIIs of migrants and other key informants from consular authorities. This includes preparation of the questionnaire and interview guide, identification of data providers, organization of at least 4 focus group discussions and of 24 key informant interviews.
Second deliverable: Drafting of the report, including data visualisation tools, consolidating and analysing the findings from field based-data collection conducted under the First deliverable, and translating them into clear, evidence-based recommendations to feed into the regional Missing Migrants Project.
Third and final deliverable: 01 workshop with consular authorities to present preliminary findings, gather feedback and identify needs. Drafting of the report of workshop and integration of the findings in the overall report.

Required Qualifications and Experience
Education
- Education: Master’s degree in social sciences, Anthropology, Migration Studies, Political Science, International Relations, Law, or related field.
Experience
Experience and Technical Skills:
- Proven experience of at least Six (6) years conducting qualitative research and data collection with migrants and vulnerable populations, including in fragile or cross-border contexts.
- Demonstrated experience working on missing migrants and/or Restoring Family Links (RFL) programmes or migrant protection, including engagement with consular authorities, and family tracing mechanisms.
- Strong knowledge of migrant protection, including risks faced by migrants along migration routes and the role of criminal actors/smuggling networks.
Skills
- Experience in designing and conducting qualitative data collection tools (interview guides, focus group discussion protocols, key informant interviews) with vulnerable groups, ensuring do-no-harm and protection-sensitive approaches.
- Experience in conducting legislative and administrative desk reviews related to migration and protection frameworks.
- Experience in facilitating workshops and validation sessions with government/consular counterparts.
- Strong organizational and time management skills; ability to work independently.
Languages
Languages: Excellent writing and communication skills in French and English (Knowledge of Arabic, both written and spoken, is preferable).
- Soft Skills: Excellent teamwork, adaptability in multicultural environments, sensitivity when working with vulnerable populations, and attention to detail.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes
IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
