RSC2 is currently looking for a Senior Cost Analyst to join our growing team!

Responsibilities:

  • Assist with cost estimates and cost modeling.
  • Provide subject matter expertise regarding proposed approaches.
  • Review cost volumes, technical approaches, and corporate financial statements.
  • Support cost-analysis efforts used to determine whether the price to be paid is fair and reasonable.
  • Support proposal-analysis techniques used to ensure that the final agreed-to price is fair and reasonable.
  • Recommend and employ analytical techniques and procedures based on the complexity and circumstances of each acquisition.
  • Perform cost analysis to evaluate the reasonableness of individual cost elements when certified cost or pricing data are required.
  • Evaluate data other than certified cost or pricing data to determine cost reasonableness or cost realism when a fair and reasonable price cannot be determined through price analysis alone.
  • Assist FEMA program offices with preparing independent Government cost estimates.
  • Research and analyze previous procurements of similar products or services.
  • Research and analyze current market values for applicable products or services.
  • Review available industry price lists and catalogs.
  • Research other agency purchases of similar products and services.
  • Perform price and cost analyses on elements of contractor proposals using appropriate techniques.
  • Assist the Contracting Officer with documenting price reasonableness.
  • Assist the Contracting Officer with establishing pre-negotiation and final negotiation objectives.
  • Assist the Contracting Officer with developing incentive structures.

Qualifications/Requirements:

  • Education: BA/BS or equivalent

  • Experience: Minimum of 5 years of experience

Work Location: Hybrid/Remote Eligible, with required availability to report to FEMA Headquarters in Washington, DC

Salary at RSC2 is determined by various factors including but not limited to location, the particular combination of education, knowledge, skills, competencies, and experience as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $60,482 - $126,632 (annualized USD). The estimate displayed represents the typical total compensation range for this position. This position is contingent upon contract award and government funding.
