Senior Project Controls and Risk Strategist, Data Center Development

Meta is seeking a Senior Project Controls and Risk Strategist to build and lead the proactive risk management capability for Meta's global data center portfolio while providing senior-level project controls insight across cost, schedule, and commercial performance. This role within Data Center Engineering and Construction is focused on identifying risks 24 months before they impact project critical paths, connecting risk exposure across sites and programs, and driving risk-informed decisions at every stage of a project.

The person in this role will own the risk management framework end-to-end: governance, process, tooling, and culture. They will also bring a project controls lens to cross-functional forums—translating cost and schedule data into actionable risk intelligence that drives better decision-making. Leadership, facilitation, and cross-functional influence are critical in this highly collaborative and strategic role.

This position will work closely within the Data Center Engineering and Construction Project Controls team, Global Construction Management, Scheduling, Supply Chain, and DEC Leadership.

Responsibilities
Own and evolve the DEC risk management framework for Meta's global DC portfolio: taxonomy, escalation criteria, and governance structure
* Build systematic early-warning processes that surface schedule, cost, and programmatic risks on a 24-month look-ahead horizon using leading indicators across procurement, design maturity, labor, permitting, and supply chain
* Identify when risks surfaced on one site signal systemic exposure across multiple campuses, regions, or programs; assess cross-project correlation and compounding effects
* Integrate risk intelligence into phase-gate reviews and investment decisions; recommend contingency management linking risk exposure to schedule and cost reserves
* Provide active leadership and influence in cross-functional forums such as Health Reviews and Performance Reviews, using project controls data and risk insight to drive proactive action
* Support DEC in improving cost and schedule performance through data-driven insights, trend analysis, and lessons learned—ensuring the business understands root causes of changes, delays, and emerging risks
* Lead the risk community of practice across DEC: develop structured capability-building programs that elevate risk literacy across Area Construction Managers, project controls, and delivery teams
* Coach teams on proactive risk identification and quantification; drive accountability for mitigation execution and escalation
* Drive product requirements, adoption, and continuous improvement of the organization's integrated risk management and project controls platforms (including Unifier integration with risk workflows)
* Partner with internal stakeholders (including data science) for quantitative schedule risk analysis (Monte Carlo, QSRA), risk-adjusted supply dates, simulation, and automated risk scoring
* Track risk response effectiveness and close the loop when mitigations underperform
* Approximately 25-50% travel to Data Center sites

Qualifications
15+ years of risk management or project controls experience on large-scale capital infrastructure programs ($1B+ portfolio)
* 5+ years on the owner/client side (not exclusively EPC or consulting)
* Demonstrated experience building or overhauling a risk management framework for an organization without a previously mature capability
* Experience in cost controls, construction scheduling/planning, cost forecasting, and commercial management
* Experience facilitating risk identification and quantification workshops with construction delivery teams
* Strong understanding of CPM scheduling (Primavera P6 or equivalent) and how risks propagate through schedule logic to milestone dates
* Track record of influencing delivery teams and senior leadership to adopt proactive risk management practices
* Experience communicating financial status and schedule details to executive management, drawing meaningful insights from broad data sets
* Bachelor's degree in Engineering, Construction Management, Finance, or equivalent technical field or related field experience Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
* Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
* Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
* Experience building risk communities of practice or structured capability development programs
* Experience implementing risk management or project controls tooling at enterprise scale (platforms, P6 integration, Unifier, workflow automation)
* Demonstrated success developing executive-level communications, presentations, and reporting
* Portfolio-level risk management across multiple simultaneous programs and geographies
* Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
* Data center, hyperscale infrastructure, power generation, or similar fast-track high-volume construction experience
* AACE CCP or PSP, PMI-RMP, or IRM certification
* Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
* Supplier/vendor risk intelligence and supply chain risk management experience in construction
* Demonstrated ability to integrate AI tools to optimize risk workflows and drive measurable impact
* Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
