Summary

POSITION SUMMARY
The Town of Holly Springs is searching for a Health and Safety Officer to serve in the Fire department. This position is responsible for serving as a shift commander; manage, assign and organize the activities of all companies on an assigned shift, and assume command for emergency events. This position is also assigned to assist in the management of administrative functions within the Fire Department, as assigned by the Assistant Fire Chief.

SUPERVISORY RELATIONSHIPS
Reports to the Assistant Fire Chief. Works under guidance from the Assistant Fire Chief to ensure coordination of objectives and priorities of the department. Supervises staff directly or through assigned managers.

The work schedule is various shifts including days, nights, weekends, and holidays. The starting annual salary is $86,599.94 (Grade F8).

ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
1.Develop, implement, supervise, and evaluate an organizational occupational safety/risk management plan that meets or exceeds NFPA standards, and ensure integration into fire operations
2.Identify and implement control methods for occupational safety risks using inspections, reports, policies, and procedures
3.Compile and maintain data/reporting systems for accidents, near-misses, equipment malfunctions, and related incidents
4.Assess and report compliance with local, state, and federal occupational health codes, regulations, and standards; develop departmental Standard Operating Guidelines (SOGs) within these standards
5.Develop and maintain a health and safety facility inspection SOG incorporating NFPA 1500; process and maintain inspection checklists; supervise inspections and service testing of facilities, apparatus, equipment, and protective gear
6.Provides leadership in attracting, retaining, and developing an engaged workforce in the delivery of superior services to Town residents and businesses.
7.Interprets and applies departmental policies and procedures; ensures compliance with department orders, rules, regulations, practices and procedures. Assigns areas of accountability and delegates authority to subordinate supervisory personnel.
8.Provides professional guidance, training and policy interpretation. Provides guidance in resolving/improving performance standards. Maintains knowledge of all department activity.
9.Responds to alarms and emergency situations as necessary to assume the duties of Incident Commander, including directing operations and determining personnel and equipment needs. Transmits orders and assumes command in emergency situations.
a.Responds to emergency incidents and assumes responsibility for the safety and all activities at the scene
b.Assumes command.
c.Initiates, maintains and controls incident communications.
d.Performs situation evaluations and risk assessments.
e.Identifies and communicates the overall incident strategy.
f.Develops an incident action plan identifying tactical priorities.
g.Assigns companies to operations.
h.Manages resources, span of control, and direct supervision over the entire incident.
i.Maintains personnel to control each strategic position and tactical function of all members operating at the scene in order to ensure that safety requirements are satisfied.
j.Reviews, evaluates and revises the incident action plan as required.
k.Continues, transfers and terminates command as required.
l.The Battalion Chief may be called upon to perform similar functions outside of the Town boundaries on a mutual aid basis.
10.Coordinates and monitors emergency medical service activities.
11.Prepares written performance evaluations of personnel under his/her supervision in accordance with the policies of the Department and the Town.
12.Participates in and assists with the delivery of training programs to maintain a constant state of readiness and competency for medical, fire, hazardous materials, technical rescues and other special services; plans and coordinates classes as needed.
13.Supervises time off schedules and prepares station assignment schedules.
14.Assists the Fire Chief in planning and directing the operation of the Department including the promulgation of Fire Department policies and standard operational guidelines; the efficient use of personnel and equipment, the procurement of materials, supplies and equipment necessary for the operation of the Department; the preparation, revision and monitoring of proposed budgets; and the maintenance of adequate records of Fire Department activities.
15.Interprets and applies departmental policies and procedures; ensures compliance with department orders, rules, regulations, practices and procedures.
16.Ensures completion of records and reports relative to personnel attendance, payroll, fire reports/NFIRS, capital projects, vehicles/maintenance, monthly/annual reports, citizen complaints, and personnel assignments and placement.
17.Prepares specifications and evaluations on apparatus, equipment, tactical operations, inspections, training and other technical and administrative matters.
18.Plans, assigns, supervises and schedules the activities of the officers and members of each company assigned to the shift, as well as the inspection of stations and equipment.
19.Confers with other governmental officials and members of the public relative to fire suppression, emergency medical service and other rescues as needed.
20.Assists in planning and directing other activities of the fire department, as assigned by the Assistant Fire Chief.
21.Performs research, analyzes findings and prepares policy changes and recommendations for the department.
22.Provides a motivational atmosphere for the members of his/her shift on a daily basis, by setting a good example through a positive attitude and demeanor.
23.Completes reports relative to personnel attendance, duty injury reports, fire reports, accident investigations, internal affairs, citizen complaints, and personnel assignments and placement.
24.Directs and supervises performance of general maintenance work in the upkeep of Fire Department buildings, property, apparatus and equipment.
25.Evaluates fires and hazardous situations to take immediate action necessary for the protection of life and property.
26.Other duties as assigned.
KNOWLEDGE SKILLS AND ABILITIES
•Knowledge of principles, practices, and leadership over rescue, emergency medical service, hazardous materials spill and release mitigation, water rescue, high-angle rescue, below grade rescue, confined space rescue, trench rescue, and vehicle extrication.
•Knowledge of fire administration including organization, staffing, financing, collective bargaining, equipment management and maintenance, records and reports.
•The application of modern fire prevention and suppression techniques and methods.
•Skill in the evaluation of tactical and operational requirements of situation involving large, destructive fires.

Qualifications

MINIMUM REQUIRED QUALIFICATIONS
•Seven (7) years of experience in fire suppression or emergency services.
•Four (4) years of directly related, progressively responsible fire officer experience at the level of Lieutenant or above.
•Completion of certification course: Respiratory Protection: Program Development and Administration
•Experience developing and managing an OSHA 1910-134 Respiratory Protection program
•Experience in Development of and Implementation of OSHA/NFPA Infection control program
•Experience in documentation and follow up of infectious exposures
•Experience with documentation and resolution of workplace injuries
•Experience in development of workplace injury reduction programs
•Experience in completion of post incident injury investigation
•Implementation and management of NFPA 1582 employee medical examination program
PREFERRED QUALIFICATIONS
•Associate’s degree from an accredited college or university with a major in Fire Science, Fire Administration, Emergency Management, Business Administration, Public Administration or related field.

OTHER REQUIREMENTS
•Must pass background and criminal history checks.
•NCDOI, IFSAC, or National Pro-Board Firefighter Level I, II, and III.
•NCDOI, IFSAC, or National Pro-Board Haz-Mat Operations.
•North Carolina Emergency Medical Technician certification.
•NC Fire Inspector I.
•NC Fire Officer Level I and II Certification.
•National Incident Management System (NIMS) training is required including ICS 100, ICS 200, ICS 300, ICS 400, ICS 700, and ICS 800.
•Must possess a valid Class A Driver license.
