The Manager, HR Employment Compliance serves as an operational leader responsible for assigned employment compliance programs and the enterprise compliance monitoring environment across the United States, Canada, and Puerto Rico. This role also leads testing and control auditing across HR compliance programs, including testing plans, issue identification, sustainment monitoring, and remediation. The Manager partners closely with Legal, HR, Operations, Payroll, Talent Acquisition, Associate Relations, and HR Technology to deliver solutions, complete projects on time, and strengthen compliance programs.
Responsibilities
• Lead day-to-day compliance operations, including workload, backlogs, aging, service levels, and team capacity, to ensure compliance activities are completed on time.
• Lead the strategy, governance, and ongoing effectiveness of assigned employment compliance programs, including employment forms, onboarding compliance, work authorization compliance, and related processes, technology, controls, and communications.
• Research, interpret, and monitor legal, regulatory, and business requirements for assigned programs and translate them into practical solutions, including processes, policies, procedures, system changes, training tools, and communications.
• Maintain the operating model for work authorization compliance, including automation opportunities, stronger controls, process improvements, and enhancements to the associate and manager experience.
• Identify compliance risks, operational challenges, and process gaps, and partner with cross-functional teams to implement practical solutions.
• Lead projects and program improvements, including requirements gathering, project plans, communication plans, partner engagement, decision logs, documentation, training tools, and delivery against established timelines.
• Create and lead risk-based testing plans for employment compliance programs, including assigned programs and other HR compliance areas within the team’s monitoring framework, to evaluate whether requirements, processes, and controls are operating as intended.
• Track HR compliance program sustainment, identify risks and issues, assess root causes, and work with program owners to implement corrective actions and long-term solutions.
• Lead the I-9 and E-Verify compliance operations, including monitoring, exception management, outreach, critical issues, training and education, and resolution of identified issues.
• Test new and updated systems, processes, and controls; document results; track defects and corrective actions; and confirm solutions are effective before closure.
• Ensure testing is completed consistently and meets quality, evidence, and documentation standards.
• Provide clear reporting on program performance, testing results, findings, trends, project status, remediation progress, and recommended actions.
• Lead, coach, and support their team by fostering accountability, sound judgment, collaboration, continuous improvement, and operational excellence.
Qualifications
Qualifications
• 5+ years of experience in Human Resources, employment compliance, operations, associate relations, or legal compliance, including people leadership experience.
• Knowledge of employment laws affecting hiring, onboarding, employment forms, work authorization, and related employment practices. Knowledge of Form I-9 and E-Verify requirements is preferred.
• Experience researching and interpreting legal or regulatory requirements and translating them into practical processes, technology solutions, controls, training, and communications.
• Experience leading employment compliance programs or regulatory implementation in a challenging, multi-jurisdictional organization.
• Demonstrated project management capability, including requirements gathering, project plans, communication plans, partner engagement, decision logs, documentation, training tools, testing, implementation, and delivery against timelines.
• Experience identifying issues, influencing decisions, and working across functions to implement solutions and resolve nuanced challenges.
• Proven track record to balance business objectives, compliance requirements, and organizational risk by applying sound judgment, making effective decisions, and raising high-risk issues when appropriate.
• Experience creating testing plans, leading all aspects of program sustainment, identifying risks and issues, and validating corrective actions.
• Strong written, verbal, presentation, and analytical skills, with the ability to tailor information for executives, HR partners, business leaders, and field associates.
• Proficiency with Microsoft 365, ServiceNow, Planner, and HR information systems, including HR Access and Tracker I-9.
Education
• Bachelor's degree in Human Resources, Business Administration, Operations, Compliance, or a related field, or equivalent experience.
