Job Description

The GCR Manager is responsible for managing IT operations and projects within the subsidiaries in their region, covering all IT-related matters to meet the needs of the subsidiaries and the group. They also oversee regional IT projects, ensuring their successful integration into the technical environment. They act as a strategic partner for their region, guaranteeing consistency, performance, and alignment of services with the company's objectives.

Regional IT Leadership

  • Represent Global IT across the region.
  • Act as trusted advisor to regional leadership.
  • Ensure effective collaboration with Global IT functions.
  • Govern regional IT service providers and local resources.
  • Drive continuous improvement of IT services and user experience.

Service delivery & User experience

  • Ensure the availability and performance of the information systems within your domain.
  • Define and monitor information system performance indicators in accordance with the SLAs established with stakeholders.
  • Implement and oversee preventive and corrective maintenance activities for the information systems within your domain.
  • Monitor the backlog of incidents, problems, and services, ensuring compliance with ITSM rules.
  • Govern outsourced support partners.
  • Coordinate major incidents and escalations.
  • Support executive and VIP technology needs.

Business engagement & roadmap

  • Communicate the department's strategy as defined by management.
  • Participate in defining and communicating the roadmap for the department's activities.
  • Monitor the execution of the roadmap and measure the department's performance against key performance indicators (KPIs).
  • Identify opportunities and risks and adapt the roadmap accordingly.
  • Participate in defining the team's priorities based on objectives and operational constraints.
  • Ensure the alignment of the department's technological solutions with the IT system.
  • Capture and prioritize business requirements.
  • Support business cases and demand management activities.
  • Facilitate change management and user adoption.
  • Identify opportunities for innovation and efficiency.

Technology delivery & projects

  • Oversee projects related to their area of expertise.
  • Oversee the planning of human (internal and external), material, and financial resources, and ensure their availability.
  • Monitor project progress, identify any deviations from established objectives (costs, deadlines, quality), and implement corrective measures.
  • Participate in project reviews to assess project progress and contribute to problem-solving.
  • Ensure regular communication of project status to stakeholders and ensure they are informed of decisions and developments.
  • Report regularly to their manager on project progress.
  • Collaborate with other teams to support cross-functional projects and initiatives.

People management

  • Participate in defining and optimizing the team's human resource needs.
  • Collaborate with HR to ensure an effective recruitment process.
  • Organize and monitor the onboarding of new employees.
  • Encourage skills development and identify support needs.
  • Participate in the implementation of a succession plan to ensure the team's continuity.
  • Define individual and team objectives and monitor progress using key performance indicators.
  • Regularly evaluate employee performance and provide constructive feedback.
  • Define priorities, manage task allocation and completion to ensure timely delivery.
  • Ensure clear and regular communication within the team.
  • Foster collaboration among team members and with other company departments.
  • Ensure compliance with company policies regarding working hours.
  • Ensure compliance with HR rules and processes within your team.

Budget

  • Develop the annual budget for your area of responsibility, aligning it with the forecasts and objectives of your department.
  • Present, explain, and justify all budgetary elements for the department to your management.
  • Implement dashboards and reporting systems to monitor budget execution.
  • Analyze discrepancies between forecasts and actual results, identify the causes, and implement the necessary corrective actions.
  • Identify areas of expenditure that can be optimized and propose cost reduction strategies.
  • Participate in contract negotiations with suppliers and service providers related to your area of responsibility.
  • Evaluate investment projects and ensure budget monitoring.

Purchasing & Legal

  • Ensure compliance with regulations and procedures related to supplier management (creation of purchase orders, receipt, and validation of invoices/payments).
  • In collaboration with the Purchasing and Legal departments, coordinate or supervise the creation and compliance of contracts.

Governance & process

  • Ensure compliance with IT policies and security standards.
  • Support audits and risk management activities.
  • Maintain operational procedures and documentation.
  • Ensure alignment with enterprise architecture and technology standards.

Reporting & documentation

  • Maintain KPIs and management reporting.
  • Keep documentation accurate and up to date.
  • Provide visibility on risks, projects and service performance.

Qualifications

  • At least 3 years of proven experience in similar roles
  • Strong leadership and team management skills
  • Excellent problem-solving and analytical abilities
  • Excellent communication and interpersonal skills (Diplomatic & a mediator)
  • Ability to work in a volatile and constantly evolving environment (versatile)
  • Familiar with infrastructure assets such as switches, Wi-Fi, firewall.
  • Ability to travel throughout Greater China Region (GCR)as and when required
  • ITIL v4 or V5 Certified
  • Experience in managing retail and office projects or similar
  • Flexibility in working hours
  • Fluent in written and spoken English is required
  • Proficient in Mandarin is a plus
