Salary Range: $72,731 – $112,742
Hiring range: $72,731 – $92,726
Work Days/Hours: Monday - Friday 8:00 a.m. - 5:00 p.m.

If you're passionate about fostering communities where everyone has affordable housing and neighborhoods thrive, the City of Durham is excited to invite you to consider the role of Senior Project Manager supporting the Housing and Neighborhood Services (HNS) Department.

The Senior Project Manager plays a key role in advancing affordable housing development and preservation in the City of Durham. This position manages complex housing development and preservation projects, guiding them from early planning through completion. The Senior Project Manager works closely with developers, community partners, and internal teams to support the City’s affordable housing goals. This position reports to the Affordable Housing Manager of Development & Preservation.

Examples of duties

The Senior Project Manager leads complex affordable housing development and preservation projects from initial concept through financing, construction, and completion. Responsibilities include, but are not limited to:

  • Identify, evaluate, and advance affordable housing development and preservation opportunities consistent with the City’s housing goals and investment priorities.
  • Evaluate project proposals and conduct financial underwriting, including analysis of feasibility.
  • Structure and negotiate City investments, project terms, performance expectations, affordability requirements, and other funding conditions.
  • Coordinate with partners to resolve challenges and advance projects through key milestones.
  • Manage funded projects through construction and completion, monitoring schedules, budgets, construction progress, and overall performance.
  • Conduct site inspections and review project reports and payment requests.
  • Build and maintain strong partnerships with affordable housing developers and provide technical guidance on City funding priorities, project requirements, and development processes.

Qualifications

  • Bachelor's degree in business or public administration or directly related field OR equivalent experience.
  • Five years of project management experience in the areas of housing development or community development.

Supplemental information

  • Master’s degree in public administration, business administration, city planning, architecture or related field.
  • Architectural, engineering, or construction administration experience.
  • Proficiency in MS Excel, Access, Outlook, and other programs in the Office 365 environment.
  • Familiarity with geographic information systems (GIS).
  • Familiarity with HUD funding programs, particularly HOME and CDBG.
  • Familiarity with the use of Low-Income Housing Tax Credits for affordable housing development and preservation.
  • Demonstrated ability to work in diverse communities with a variety of community stakeholders.
  • Strong oral and written communication skills.
  • Strong organizational/project management skills.
