Hiring Range: $87,367.00 - $135,428.00
Work Day/Hours: 8:00am - 5:00pm

Devoted to providing enforcement of codes and regulations, review and approval of building plans, and inspection of electrical, plumbing, HVAC and related building systems. Provides supervision for an inspection unit and may serve as a second level supervisor of field operations.

Responsible for conducting staff meetings; scheduling training; ensuring quality control; and ensuring compliance with policies and procedures.

Examples of duties

  • Coordinates department program and project operations to ensure efficiency and compliance with goals, and applicable regulations, policies, and procedures; supervises staff, including planning, assigning, training, coaching and evaluating work; develops policies and procedures; plans and coordinates process improvements; facilitates meetings; and ensures quality control of work product.

  • Prepares and manages assigned budget; reviews and approves expenditures; evaluates department resource needs; researches and analyzes financial, operational, and related data; and makes and/or approves expenditures and purchases.

  • Coordinates, prepares, reviews, and/or maintains reports, plans, case files, permits, training materials, and other documentation; oversees correspondence preparation; maintains databases and online systems; prepares reporting schedules; coordinates or performs data collection, analyses and report preparation; develops recommendations; and ensures compliance with applicable regulations, policies, and procedures.

  • Coordinates with community groups, state and local officials, the media, City management and departments, and/or external agencies; facilitates and/or attends a variety of meetings and conferences, as a department representative; resolves complex and/or escalated operational, staff, customer, and related issues; coordinates and assesses departmental operations; discusses and reviews legal, and other high-impact and complex issues; and conducts negotiations.

  • Supervises paraprofessional and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.

  • Oversees inspection of public water, sewer, street and stormwater infrastructure constructed by developers, City contractors and the NC DOT where City utilities are involved.

  • Supervises three Engineering Inspections Field Supervisors and their inspections teams.

  • Ensures all constructed infrastructure satisfies applicable City specifications, contract requirements and approved plans before acceptance into public ownership.

  • Manages program-level quality assurance, stakeholder escalations and technology systems while serving as the principal interface between the Development Infrastructure Inspections program and the Senior Engineering Manager.

Qualifications

  • Associate’s degree in building construction or related field.
  • Five years of related experience.
  • A valid North Carolina Class C Driver’s license with a satisfactory driving record within 60 days of hire.
  • Highway Construction Inspection Certification within one year of hire.
