The Opportunity

WSDOT is currently seeking a Senior Traffic Analysis Specialist (TE3) to lead and supervise a traffic analysis team within the Olympic Region Traffic Office in Lacey, WA. The candidate selected for this role will review traffic studies prepared by consultants, development projects, and local agency projects for impacts to the state highway system. Through technical leadership and adherence to WSDOT standards, policies, and engineering practices, this position helps ensure highway construction projects are designed and built in compliance with standard specifications, contract specifications, and contract plans.

What to Expect

Among the varied range of responsibilities held within this role, you will:

• Develop and execute traffic models for regional transportation projects.
• Perform detailed highway and work-zone capacity analyses.
• Develop and evaluate design alternatives for lane configurations, intersection control types, and traffic operations.
• Conduct capacity and operational analyses.
• Prepare clear, professional engineering correspondence and technical documentation and develop and present supporting materials to effectively communicate technical findings.
• Perform traffic model calibration checks and traffic volume balancing.
• Review and evaluate traffic impact studies; assess transportation elements of planning and environmental documents; and develop and recommend mitigation strategies.
• Provide traffic analysis support for maintenance of traffic and work zone traffic control for design-build projects.
• Monitor major staged construction.
• Provide training and guidance to the Traffic Analysis Engineers (TE2), including distributing work, reviewing work prior to submission, and performing administrative supervisory duties.

Qualifications

To be considered for this opportunity, the following competencies are required:

• Engineering Knowledge: Comprehensive knowledge and practical understanding of engineering principles, methods, and practices relevant to transportation projects. This includes experience in design development, construction techniques, material testing procedures, and/or contract administration; experience preparing construction contract documents or working for a Design Builder in an engineering capacity.
• Analytical and Technical Review: Demonstrated ability to evaluate complex transportation and traffic analysis elements, identify issues, and develop effective alternative solutions. Experience reviewing and applying traffic design and transportation engineering principles to support data-driven decision-making and project delivery.
• Technology Proficiency: Proficient in operating Windows-based computers and MS Office applications, including Excel, Outlook, SharePoint, and Word, as well as databases and computer-aided engineering software.
• Communication Skills: Skills to communicate technical and non-technical information clearly and effectively to diverse audiences, both virtually and in person, using a range of electronic communication methods such as email, telephone, text, video conferencing, and computer-based collaboration tools.
• Collaboration & Adaptability: Skills to work productively both independently and as part of a team environment, prioritizing workload and handling multiple assignments, producing accurate and consistent results.
• Growth Mindset: Actively demonstrates a commitment to learning and growth.
• Service-Oriented: Takes action to meet the needs of others.

The following qualifications are also required:

• Ability to travel on a regular, sporadic, or as needed basis, including overnight travel.

It is preferred that qualified candidates also demonstrate:

• Technical Traffic Analysis: Experience preparing and/or reviewing traffic studies, including traffic impact analyses, transportation discipline reports for environmental documentation, and intersection control evaluations. Demonstrated understanding of highway and traffic analysis principles, methodologies, and operational concepts.
• Traffic Analysis Software: Proficiency with industry-standard traffic analysis and modeling software such as Highway Capacity Software (HCS), Synchro 12/SimTraffic, SIDRA, and VISSIM, or similar tools used to evaluate and simulate transportation system performance.
