The Department of Neighborhood Services supports social, physical and economic resilience of Norfolk communities by engaging residents, neighborhood organizations and businesses and working with them to improve the quality of life in their neighborhoods.
The Bureau of Neighborhood Quality focuses on enforcement of the Virginia Property maintenance Code and related city ordinances for the protection of public health, safety, and welfare throughout Norfolk’s neighborhoods. The Bureau also coordinates city-initiated demolition projects and administers special programs that contribute to safety across the city.
The City of Norfolk’s Department of Neighborhood Services is currently seeking an experienced Program Supervisor to assist the Programs Manager in the coordination, oversight and administration of several programs to include but not limited to: Demolition, Fire and Virginia Natural Gas Red Tags, Annual Elevator Certifications and Virginia Property Maintenance Codes.
The Program Supervisor will assist with the planning, organizing and management of programs, events and personnel. Identify trends in program outcomes and monitor program compliance.
The successful management of these programs is essential to ensuring the health and safety of Norfolk’s neighborhoods in support of property maintenance enforcement efforts.
Examples of duties
- Provides direct oversight for major demolition initiatives, including citywide demolition of public buildings and building systems; structural and waterfront facilities; public rights of way spaces and infrastructure as well as private residential, commercial and industrial properties.
- Read technical journals, building codes, site plans, legal documents, city, state, and federal ordinances, correspondence, maps, interpret blueprints, technical drawings and construction/demolition plans and documents.
- Manages demolition document preparation by preparing photographs, drawings and specifications for bidding and demolition scope of work and calculates cost estimates.
- Manage contracts by procuring services of architectural and engineering firms, negotiate, prepare and manage consultant contracts, review and approve invoices for design services, prepare amendments to contracts and monitor consultants for adherence to the schedule and budget.
- Manages the demolition administration of selected projects, including inspection of demolition activities, review of project schedules, coordination of design changes, review of change order proposals, and processing of contract documents and invoices.
• Performs contract administration by conducting review and analysis of contractor performance and city actions under contractual requirements for services and equipment, maintaining records of contractor performance issues and recommending termination procedures, when necessary.
• Provides administrative support by preparing and presenting project-related presentations, reports, analysis and other requested information.
• Develops and monitors the program/project budget by compiling statistical data, analyzing data to make cost projections and estimates, preparing monthly financial, statistical and narrative reports on cost projections; and monitoring, developing and projecting expenditures.
• Monitors site plans and private residential projects by reviewing for conformity with the Chesapeake Bay Preservation Act, identifying required elements on site plans, conducting and verifying wetland delineations, identifying other water quality issues, coordinating environmental and land use issues with other departments, utilizing the City Geographic Information System to analyze and review projects. - Performs general math calculations such as addition, subtraction, multiplication and division, calculus, and statistical analysis.
- Possess a strong understanding of demolition processes and safety regulations.
- Acts as the City and/or Department Representative on assigned projects. Advises the department of best practices, estimates budget and best course of action on assigned project(s). Works to ensure projects are completed in the timeliest and most cost-effective manner. Prepares written documentation of project status.
- Provides leadership and management by providing direction, setting priorities, developing project plans and coordinating resources to accomplish organizational and departmental goals and initiatives.
- Oversees the abatement process for but not limited to the demolition of unsafe structures as identified by the Virginia Property Maintenance Code and Derelict Structure Program. Research and monitors residential, commercial and industrial properties designated through the Derelict Structure program.
- Maintains administrative records with documentation associated with derelict structure status and demolition priorities in case management software.
- Acts as a liaison for the Fire Red Tag and Virginia Natural Gas programs.
- Researches and maintains the currency of all applicable building codes; develops plans, policies, and procedures; advises less experienced staff, other staff agencies, citizens, and professionals for compliance with inspections and permit requirements for demolition projects.
- Responsible for on-call/emergency demolition incidents that occur during and after normal working hours.
- All other duties as assigned.
Qualifications
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
Required:
- Five (5) years of experience in demolition or construction and estimations.
Preferred:
- Any combination of education and experience in Architecture, Engineering, and/or Construction Technology.
- Two (2) years of experience in a lead role managing the design and/or demolition of large, complex demolition projects.
- Municipal Planning, Public Administration or related field and extensive experience in property maintenance and zoning codes enforcement.
- Experience in demolition/building construction of commercial, residential, industrial, structural and waterfront facilities properties.
- Experience in providing demolition cost estimates.

- Valid Driver's License required.
Work Schedule:
- Monday through Friday from 7:30 a.m. to 4:00 p.m. or as scheduled.
- This position WILL require work on weekends and evenings hours.
