Context
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose
The ICT Coordinator enables the ICRC’s humanitarian operations by ensuring staff have secure, reliable, and effective technology to deliver assistance and protection in complex, often challenging environments. The role provides strategic and operational ICT guidance to the delegation, ensuring that technology and digital services align with operational priorities and ICRC standards.
The ICT Coordinator leads the local ICT team, develops national staff, and drives continuous improvements to ICT services, infrastructure, and systems. By anticipating operational needs, strengthening digital resilience, and ensuring a secure, compliant ICT environment, the role contributes to the ICRC’s ability to operate effectively and maintain continuity of its humanitarian activities.
Relationships
- Internally, interacts with delegation management and employees. Also interacts with the Global Support team at levels two and three.
- Externally, interacts with local suppliers and ICT departments in other organizations.

Accountabilities & responsibilities
- Advises delegation management on ICT-related matters and technology solutions that support operational objectives.
- Ensures the implementation and effective use of information systems that meet operational requirements, while maintaining uninterrupted service and integration with the ICRC's global information system.
- Ensures ICT policies, procedures, and standards are implemented, adapted to the local operational context, and consistently adhered to by users.
- Negotiates contracts and service agreements with local providers, safeguarding the ICRC's operational and commercial interests.
- Oversees the installation, maintenance, and monitoring of communications infrastructure in compliance with ICRC policies, guidelines, and local operational conditions.
- Ensures ICT security measures are aligned with organizational security standards and operational security requirements.
- Supervises testing of ICT infrastructure, hardware, software, networks, and related equipment to ensure optimal performance, reliability, and compliance with standard configurations.
- Leads and manages ICT support teams, ensuring the effective delivery of ICT services and technical support.
Education
- Degree in telecommunications, electronics, computer science or related field, or equivalent experience.
- ICT management certification (ITIL or equivalent).
- Microsoft Certification (MCSA level).
Language
- English & French: Professional proficiency (C1 Level) is mandatory
- Knowledge of Arabic, Spanish or Russian is a strong asset
Professional experience required
- At least 5 years of professional experience in IT service operation management.
- At least 2 years of confirmed experience in people management.
- Knowledge of wireless technologies is mandatory.
- Project Management Certification (PRINCE2 or equivalent) is an asset.
- Cybersecurity knowledge and experience is an asset.
