Job Summary:
The Senior Technical Officer (STO), HIV Prevention and HIV Testing Services, provides technical leadership and support for the implementation of HIV prevention and HIV Testing Services (HTS) interventions under the EpiC project in Tanzania, including HTS, HIV self-testing (HIVST), Social Network Strategy (SNS), pre-exposure prophylaxis (PrEP), demand creation, and the integration of non-communicable disease (NCD) screening and management within HIV and other public health service delivery platforms. The role provides technical guidance on key programmatic issues, challenges, and strategies to strengthen service quality, coverage, and impact across Police and Prisons (PnP) and public health facilities. Working closely with project, Headquarters (HQ), Ministry of Health (MOH), regional and council/district health management teams, community and facility teams, Civil Society Organizations (CSOs), and other implementing partners, the role supports program implementation through technical oversight, capacity strengthening, monitoring, data use for program improvement, and evaluation of programmatic effectiveness.
Accountabilities:
Technical Requirements:
- Supports technical planning, implementation, and monitoring of HIV prevention and testing services across supported regions.
- Contributes to the technical design and implementation of HIV prevention interventions including demand creation, HIV testing services, HIVST, PrEP initiation and continuation in alignment with national guidelines and global standards.
- Strengthens staff capacity to implement HTS strategies, identify unreached HIV-positive clients (including children and men), and ensure timely linkage of newly diagnosed individuals to HIV care and treatment.
- Provides on-the-job mentorship, dissemination of guidelines, standards, and scale best practices to the project-supported regions
- Support project initiatives in ensuring safety and ethical HTS/LCM services by adherence to set standards and procedures
- Coordinates with regional teams to ensure effective implementation of project activities across supported regions and timely fulfillment of all financial obligations.
- Support regions in achieving the first 95 targets by conducting biweekly/weekly review meetings to assess performance with the development of action plans
- Support regions in ensuring that internal and external quality assurance activities for HIV testing are conducted, results documented, and actions developed to address identified gaps in collaboration with the laboratory team
- Provides technical support for integrating NCD screening, referral, and basic management (including hypertension and diabetes) into HIV, MNCH, and differentiated service delivery models through integrated screening, one-stop services, and streamlined referral systems.
- Supports region routine monitoring, data collection, reporting, and utilization of HTS, HIV prevention, and NCD data, including regional-level data quality assessments and case-based follow-up to identify performance gaps and inform continuous quality improvement.
- Contributes to the development and adaptation of job aids, SOPs, training materials and Information, Education and Communication (IEC) materials in alignment with national guidelines.
- Collaborates with MOH, R/CHMT, implementing partners, community organizations and other stakeholders to strengthen linkage and referrals to ART, PrEP, NCD care, and other relevant services.
- Provides technical input into work plans, budgets, project reports, and donor deliverables; and participates in technical working groups and national guideline review processes as requested.
- Supports adherence to ethical standards, confidentiality, and client-centered, non-discriminatory service delivery.
- Supports quality assurance and compliance/adherence to national guidelines and standards in the delivery of HTS, HIVST, SNS, PrEP, and linkage and referral services
Applied Knowledge & Skills:
- Strong knowledge of HIV prevention, HTS, HIVST, SNS, PrEP, and linkage services.
- Knowledge of Tanzania MOH, PEPFAR, and donor policies, guidelines, and reporting requirements.
- Experience in program implementation, quality improvement, mentorship, and capacity strengthening.
- Strong skills in data analysis, performance monitoring, and data use for decision-making.
- Ability to develop technical reports, training materials, and knowledge products.
- Experience in project planning, work plan implementation, and budget monitoring.
- Excellent analytical, problem-solving, and organizational skills.
- Strong stakeholder engagement, partnership building, and communication skills.
- Experience supporting proposal development, technical design, and business development activities.
- Proficiency in Microsoft Office applications and project monitoring systems.
Supervision Given/Received:
- Mentors and supervises junior-level staff to strengthen their technical capacity and performance
- Reports to Senior Technical Advisor, Clinical Services.
Education:
- Degree in Medicine or Nursing, or related field with relevant national registration.
- Master’s degree in public health (MPH) or international equivalent is an added advantage.
Experience:
- Minimum of 6 years’ experience in HIV prevention, HIV Testing Services (HTS), public health, or related health programs.
- Demonstrated experience implementing HIV prevention interventions, including HTS, HIV self-testing (HIVST), Social Network Strategy (SNS), and PrEP programs.
- Experience working with the Ministry of Health and other donor-funded health programs.
- Proven experience in technical assistance, capacity building, mentorship, and supportive supervision of healthcare workers and implementing partners.
- Experience in program planning, monitoring, data use for decision-making, quality improvement, and performance management.
- Experience developing technical reports, work plans, presentations, and other programmatic deliverables.
- Experience collaborating with government stakeholders, CSOs, implementing partners, and community structures to achieve program objectives.

Technology to be Used:
- Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.
Travel Requirements:
- 10% - 25% domestic travel to councils and health facility project sites to provide technical assistance, supportive supervision, stakeholder engagement, and implementation support.

The expected hiring salary range for this role is TZS 68,000,000 - 90,000,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
