Job Summary:
The Senior Technical Officer, PMTCT provides technical leadership and strategic oversight for the implementation, monitoring, and continuous improvement of Prevention of Mother-to-Child Transmission (PMTCT), HIV-Exposed Infants (HEI) and pediatric HIV, and Cervical Cancer services The role supports facility efforts to strengthen the delivery of high-quality, evidence-based eMTCT/ triple elimination of mother-to-child transmission of HIV, syphilis, and hepatitis B services for pregnant and breastfeeding women, infants, and children The incumbent will work closely with government counterparts, staff, healthcare providers, implementing partners, and community stakeholders to ensure alignment with national guidelines and global best practices.
Accountabilities:
Technical Requirements:
- Provides strategic technical leadership and oversight for the planning, implementation, monitoring, and continuous improvement of PMTCT and Cervical Cancer Prevention (CECAP) interventions across supported regions.
- Provides technical guidance and support to region teams on implementation of Triple Elimination interventions, including prevention and management of mother-to-child transmission of HIV, syphilis, and hepatitis B in accordance with the current national guidelines and standards.
- Provides technical guidance and support to regional teams on implementation of cervical cancer prevention in accordance with the current national guidelines and standards.
- Provides technical assistance to regional staff and facilities to strengthen cervical cancer service delivery, including screening quality, appropriate treatment or referral of eligible clients, linkage to diagnostic and treatment services, and follow-up of clients with abnormal screening results.
- Strengthening referral and linkage systems across the PMTCT and cervical cancer continuum of care, including mechanisms for tracking clients who require additional services and minimizing loss to follow-up.
- Monitor key PMTCT and CECAP indicators and ensure timely tracking of targets, coverage, service quality, and outcomes at regional and facility levels.
- Provide technical oversight, mentorship, coaching, and capacity strengthening of technical teams and healthcare workers through structured mentorship, supportive supervision, on-the-job training, technical updates, and performance improvement initiatives.
- Collaborate closely with government authorities, national and regional health management teams, implementing partners, technical agencies, communities, and other stakeholders to coordinate PMTCT and CECAP activities and promote harmonized implementation.
- Prepares technical reports, program updates, analytical briefs, presentations, success stories, lessons learned, and best-practice documentation for internal, government, donor, and stakeholder use.
- Strengthen infection prevention and control and adherence to clinical and service-delivery standards across supported facilities.
- Ensure effective coordination, accountability, and performance management of regional technical teams, facility teams, government counterparts, and implementing partners.
- Support routine regional and program performance reviews; analyze trends and identify implementation gaps, bottlenecks, and underperforming areas, and ensure timely development and follow-up of corrective and improvement actions.
- Support the development, implementation, and review of annual work plans, program priorities, budgets, and technical strategies to achieve project and national targets.
- Ensure timely reporting of program achievements, challenges, risks, and corrective actions to senior management and relevant stakeholders.
- Perform other related technical and strategic duties as assigned by the supervisor in support of achieving project objectives.
Applied Knowledge & Skills:
- Knowledge of PMTCT, Triple elimination (HIV, Syphilis and hepatitis B) and cervical cancer prevention (CECAP), including relevant national service delivery guidelines, protocols, and quality standards.
- Knowledge of Tanzania MOH guidelines and reporting requirements related to PMTCT, Triple Elimination, and cervical cancer prevention and control.
- Leadership, team management, collaboration, and stakeholder engagement skills.
- Strong knowledge of quality assurance and continuous quality improvement principles.
- Excellent verbal, written, and interpersonal communication skills, with the ability to effectively communicate technical information clearly to government counterparts, donors, stakeholders, and project teams.
- Demonstrates cultural sensitivity and diversity as well as understanding of the political, contextual, and ethical issues in assigned work.
- Strong organizational and analytical skills with the ability to interpret data, identify issues, and provide recommendations for improvement.
- Demonstrated project management skills.
- Collaborative with influencing skills and ability to work effectively across multidisciplinary teams and build productive relationships with stakeholders.
- Demonstrated proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).
- Ability to identify operational and programmatic challenges, conduct root-cause analysis, develop practical solutions, solve problems and implement corrective actions to improve program performance.
- Fluency in English and Kiswahili.
Supervision Given/Received:
- Mentors junior staff to strengthen their technical capacity and performance.
- Reports to Senior Technical Advisor - Clinical Services.
Education:
- Degree or Advanced diploma in Medicine, Nursing, or another health-related field; current professional registration where applicable.
- Master’s degree in public health (MPH) or international equivalent is an added advantage.
Experience:
- Minimum of six (6) years of progressive experience in PMTCT, Pediatric HIV, Maternal and Child Health (MNCH), and/or HIV prevention, care, and treatment programs, preferably within donor-funded programs.
- Proven experience working with MOH, R/CHMT, health facility teams, and implementing partners to achieve programmatic targets.

- Ability to spend long hours looking at computer screens and doing repetitive work on a keyboard.
- Ability to sit and stand for extended periods of time.
- Ability to lift/move up to 5 lbs.
Technology to be Used:
- Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.
Travel Requirements:
- 50% - 75% domestic travel to councils and health facility project sites to provide technical assistance, supportive supervision, stakeholder engagement, and implementation support.

The expected hiring salary range for this role is TZS 68,000,000 - 90,000,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
