The Riverside County Department of Waste Resources has an opening for an Engineering Aide or Engineering Technician I at the Badlands Sanitary Landfill located in Moreno Valley. The Engineering Aide is a natural progression underfill for the Engineering Technician I.

Engineering Aide
The Engineering Aide, under close supervision, provides technical and administrative support to engineers, assisting in project planning, documentation, testing, and fieldwork to ensure smooth operation of engineering projects. Some assignments, especially as proficiency develops, work may be performed independently without immediate supervision.

Competitive candidates will possess recent job-related experience or Summer internships, exceeding one year, performing sub-professional civil / environmental / construction experience in such areas as drafting with MicroStation/Inroads, AutoCAD/AutoDesk and/or Civil 3D.

Incumbents are eligible to promote to Engineering Technician I upon successful completion of their probationary period, which would include a satisfactory performance evaluation and any additional qualification requirements.

Engineering Technician - Level I
The Engineering Technician will support landfill operations by performing field inspections at active and closed landfill sites to ensure compliance with state, local, and regulatory requirements. Responsibilities include construction inspection of public works projects for adherence to plans, specifications, and County standards and assisting engineering staff with preparing plans and cost estimates. The Engineering Technician I is a natural progression underfill for the Engineering Technician II. Incumbents are eligible to promote to Engineering Technician II upon successful completion of their probationary period, which would include a satisfactory performance evaluation and any additional qualification requirements.

Proficient knowledge of MicroStation/Inroads, AutoCAD/AutoDesk, Civil 3D, GIS, Microsoft Outlook, Teams, Word, Excel and PowerPoint are required to complete office responsibilities, including drafting maps and drawings for topography, alignments and cross-sections, performing calculations for soil volumes, disposal capacity and site life.

Competitive candidates will have job-related field work experience, for example, sub-professional land surveying, setting construction stakes with Trimble GPS equipment, inspecting drainage systems for compliance with National Pollutant Discharge Elimination System (NPDES) requirements and preparing daily construction reports.

The selected candidate will report to the Badlands Sanitary Landfill, but may perform field work throughout Riverside County at the closed landfill sites, including the Coachella Valley.

Examples of duties

ENGINEERING AIDE
• Act as rear chain or rod worker on a field survey crew, including using tapes and chains in makehorizontal and vertical measurements, make simple survey notes, set monuments, clear brush and stock trucks.

• Make traffic counts, census surveys and sign inspections, including collecting and recording data and making diagrams of intersections and accident scenes; collect materials samples, and make and keep notes and records of routine laboratory tests such as relative compaction, sand equivalent, specific gravity, grading analysis and environmental analysis.

• Set up and maintain hydrologic metering and recording equipment and collect groundwater samples for chemical analysis; make simple tracings, diagrams and drawings.

• Learn to tabulate and plot field survey data and to read, interpret and prepare contour and land maps; index and file records.

• Provide routine information to the public.

ENGINEERING TECHNICIAN
WASTE DISPOSAL:
• Assist in preparing technical reports on solid waste landfill sites, including availability of cover material, capacity analysis, effects of run-off, access and ecological impact.

• Perform sampling, inspections, monitoring and construction of gas collection systems, including flare stations and gas-to-energy systems, and ground/surface water monitoring systems at landfill sites; perform air quality sampling.

• Assist site supervisor/site engineer in investigating and handling complaints arising out of disposal site operations.

• Perform daily site inspections of active landfill sites to ensure all permit and safety requirements are being met; assist site engineer in survey support of daily landfill construction.

• Prepare interim grading and drainage plans for development of landfill disposal and borrow areas.

• Assist in construction inspections of public works construction projects.

SURVEYING:
• Perform moderately difficult sub-professional field and office surveying work.

• Set up and maintain filing and indexing systems for road record documents, survey records, maps, transportation data and other engineering record materials.

• Inspect the construction of less complex public works projects and subdivision tracts to assure compliance with plans and specifications.

• Field Duties: Act as instrument technician on a survey crew; operate electronic measuring equipment, including total stations, levels and GPS equipment as well as transit and level in making cross-section, profile, topographic, elevation, Photogrammetric, location and construction layout surveys.

• Make computations and record readings; check and prepare field notes; may act as Party Chief on a short-term relief basis.

• Office Duties: Draft topographic, geometric alignment, cross-sectional, and profile drawings and maps using manual or computer aided techniques.

• Conduct title and property owner research; prepare legal descriptions and various legal documents relating to real property; calculate bearings, distances, areas and perform other calculations.

• Prepare drawings and sketch tracings from survey notes and other records; prepare detailed and precise maps including right of way maps.

Qualifications

Engineering Aide

Experience

Six months of performing sub-professional or technical civil / environmental / construction experience in such areas as drafting or survey.

Knowledge Of

Mathematics, including the elementary principles of algebra and geometry as applied in sub professional engineering work.

Ability To

Learn the techniques and practices involved in assigned sub-professional engineering work; perform mathematical computations; keep clear and accurate notes; perform simple drafting; understand and follow oral and written directions; work cooperatively with others.

License The selected candidate will perform office/field work at the Moreno Valley and Badlands Landfill sites and will be required to drive to various locations throughout Riverside County including the Coachella Valley requiring a valid California Driver License.

Physical Requirements The Engineering Aide will be required to work outdoors with exposure to inclement weather conditions, smells, animals and insects. Some hiking and walking on uneven terrain will also be required.

Engineering Technician - Level I

Experience

Two years of sub-professional civil engineering experience in such areas as land surveying, soil erosion, soil testing or hydrology.

Knowledge Of

Elementary algebra, geometry and trigonometry as they apply to engineering; manual and automated drafting techniques; survey principles and methods; the principles and methods of materials testing, hydrography and traffic control.

Ability To

Make accurate engineering computations; follow oral and written directions; prepare clear and accurate diagrams and drawings from field notes and rough sketches; make a variety of soils and materials tests; perform survey field work, tabulate and analyze data and prepare reports; learn techniques of manual and automated drafting; maintain effective working relations with others.

License The selected candidate will perform office/field work at the Moreno Valley and Badlands Landfill sites and will be required to drive to various locations throughout Riverside County including the Coachella Valley requiring a valid California Driver License.
