What You Will Be Doing:

The Environmental Program Specialist 3 (Tanks & Spill Response Specialist)supports the Alaska Army National Guard (AKARNG) by leading environmental compliance and conservation programs, with a focus on water resources, tanks, and spill response. The position serves as a subject matter expert responsible for planning, designing, documenting, and managing environmental projects and contracts.

Working within the Environmental Section and coordinating with the DMVA Facilities Management Office (FMO) and AKARNG operations, the role ensures regulatory compliance, effective project management, and well-organized environmental records. This position is well suited for an environmental professional interested in resource management, regulatory compliance, and environmental stewardship in a mission-focused setting.

The successful applicants must pass a federal background check in order to qualify for military base access, which is required with this position's work location on base. The background check investigation may include fingerprinting. All job offers are conditional pending successful completion of the federal background check investigation and issuance of a Defense Biometrics Identification System (DBIDS) card allowing base access. • Scientific Research - Knowledge of the concepts, principles, and theories of scientific principles related to environmental, ecological, biological, or physical science and the methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
• Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
• Decision Making - Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.
• Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Equivalent to those typically gained by:

A bachelor's degree from an accredited college in an environmental, physical, biological, or natural science; engineering; planning; or natural resources.
AND
Professional experience developing knowledge and skills in environmental regulations, pollution control, environmental damage recovery, or programs to improve or protect environmental quality; or learning to evaluate the potential environmental and socio-economic impacts of construction projects; prepare environmental documentation; and determine, negotiate, and monitor permitted activities.

Qualifications

• This position requires a background security investigation for entry into the workplace. Within one year the incumbent must acquire and maintain a CAC card. Continued employment is contingent on the incumbent`s ability to acquire and retain a CAC and to access secured sites. The background investigation process must be initiated within the first three months of employment.
• Procurement Certification Level 1/2 for full performance of required functions or ability to obtain within 6 months of employment.
• Must possess and maintain a valid Driver`s License.

Job Specific Requirements:

May travel to remote areas of the state to support the Department`s missions. DMVA is housed on the Joint Base Elmendorf-Richardson military base. The incumbent must be able to pass security check to access this federal military installation. Adherence to special security guidelines, protocol, etc. for Joint Base Elmendorf-Richardson needs to be followed. Position may be exposed to pathogens (Hepatitis, Methicillin resistant Staphylococcus aureus (MRSA)) for which vaccines and personal protective equipment are the most appropriate form of protection.
